Open Educational Resources (OER) are learning, teaching and research tools, in any kind of support or media, under public domain ou openly licensed, which can be freely used or adapted by third parties.Open technical formats facilitate the access and potential reutilization of digitally published resources. They might include complete courses or parts of them, modules, pedagogic books, research articles or any other tool designed to facilitate access to knowledge.(UNESCO/COL, 2011)
