Electronic Information System (SEI)

The National Agency of Petroleum, Natural Gas and Biofuels – ANP participates in the National Electronic Procedure (PEN) project and has implemented the Electronic Information System (SEI) to manage electronic procedures. One of its main features is the reduction in the use of paper as a physical medium for institutional documents and the sharing of information, with real-time updates and notifications of new events. This initiative saves time and resources and provides greater security, transparency, and efficiency in the procedures processes.

The submission of documents in the procedures for ANP bidding rounds will now be conducted through the SEI. Interested parties may submit documents electronically, view procedures, and track their progress in the electronic system.

Registration as external user of the SEI

The first step in using the SEI is to register as an external user. This registration is intended for individuals who participate in administrative procedures with ANP, regardless of whether they are affiliated with a specific legal entity.

To register with the ANP’s SEI, go to the Electronic process page on the ANP website. The External User Manual, which is also available on that page, serves as a guide for the registration process.

Registration will enable the electronic submission of documents. However, in-person submission will still be possible, and ANP’s Registry units will continue to operate as usual.

Electronic filing of documents in the Open Acreage

The documents requested in the Permanent Offer bidding tender protocol must be submitted to ANP through the Electronic Information System (SEI), in accordance with the deadlines set forth in Table 1 of the tender protocol.

The Licensing Rounds Promotion Superintendence (SPL) has prepared a manual with step-by-step instructions for accessing the system and electronically submitting documents to participate in the Open Acreage.

Attention:

Not dismissing  the submission of the digital file via the SEI, the financial guarantees for the minimum exploration program and the performance guarantees, as provided for in sections 10.1.2 and 10.1.5 of the tender protocol, respectively, must have their originals sent to ANP Central Office or delivered to its registry desk, addressed to the Licensing Rounds Promotion Superintendence (SPL).
