Registration and Payment

A ANP promove regularmente eventos técnicos com o intuito de proporcionar aos interessados nessa modalidade de licitação informações relevantes sobre o potencial petrolífero das áreas disponíveis para a Oferta Permanente

Por ser uma modalidade licitatória contínua, a Oferta Permanente não dispõe dos seminários Técnico, Ambiental e Jurídico-fiscal comumente realizados para as rodadas de licitação sob o regime de concessão ou de partilha de produção. Portanto, a realização desses eventos tem o objetivo de apresentar as informações técnicas sobre os blocos exploratórios e áreas com acumulações marginais em oferta, seu potencial petrolífero e demais aspectos legais da licitação.

• List of applications submitted by CEL

  The table below comprises the results of the assessment conducted by the ANP Bidding Rounds Promotion Superintendence and by the Special Bidding Round Committee (CEL) as per the registration requests submitted by business companies interested in participating in the 17th Bidding Round – Exploratory Blocks.

  The registration requests were reviewed by CEL in the meeting held on August 17th, 2021. The judgment of the other companies that applied for registration in the 17th Bidding Round will be held in the next meetings.

  Business companies whose registration requests were approved by CEL had met all the requirements of section 4 of the notice and are able to participate in the bidding.

  To bid on the public offerings session, the bidders shall submit to ANP the Bid Bonds in the form, in the amount and within the period as stipulated in section 5 of the final tender protocol (until September 22, 2021).

  As per section 12 of the final tender protocol, from the mandatory acts of CEL in regard to the registration it shall bind administrative appeal, to be received only by returnable effect, within 5 (five) business days from the contested act of the date of publication in the Official Gazette (DOU).

• How to do the submission for the 17th Bidding Round?

  Registration is mandatory and individually held for each business corporation, including the ones to submit an offer via consortium. 

  Registration for participation in the Bidding Round shall be held until the date set forth in the tender protocol as suche: 

  • i) Filing electronic application form;
  • ii) Submission of registration documents detailed in the Final Tender Protocol; and 
  • iii) Presentation of ANNEX IV of the Final Tender Protocol and the payment of the fee and access to technical data package. 

  It shall participate to the 17th Bidding Round for exploration and production of oil and natural gas, business corporations, national or foreign, alone or by consortiums, from which fully comply with all the provisions of the final tender protocol and the applicable legislation. 

  Once the requirements set forth in the bidding document have been approved, and the registration has been approved by the Bidding Round Special Commission (CEL), the bidder may submit offers exclusively for the blocks located in the sectors for which he has paid the participation fee and provided a bid guarantee.

  i) Filing electronic application form: 

  The business corporations interested in the Bidding must complete individually electronic application form. 

  In the electronic form, the interested parties must inform the address, corporate group, the principal accredited representative before the ANP, the controlling shareholder, as well as all the members of the board of directors. 

  The principal accredited representative indicated will receive an e-mail message confirming the request for registration, containing all the data informed on the form. From this electronic message, a digital file, in .pdf format, must be generated for routing through the SEI.

  After completing and sending the form, the representative will receive a message confirming the application for registration in the registered e-mail. If you do not receive it, please contact ANP by e-mail: rodadas@anp.gov.br. 

   The Electronic Application Form was withdrawn on 08/11/2021 according to the schedule of the round. 

  ii) Submission of Enrollment Documents 

  In order to turn effective the registration, additionally to complete the electronic form, the documentation shall be submitted to the final tender protocol:

  • a)Corporate documents;
  • b) Power of Attorney for appointment of authorized representatives; 
  • c) Organization Flow Chart; 
  • d) Statement of technical, economic and financial, legal regularity, tax and labor; ;
  • e) Confidentiality Agreement;
  • f) Letter of Undertaking of the social key feature; 
  • g) Additional documentation for foreign business company registration.

  iii) Payment of the Participation Fee and Access to Technical Data Package

  Business corporations may only submit to bidding for blocks in sectors as binding the payment of its participation fee. 

  The payment of participation fee is required for each individual and business corporation, even for the ones to submit offers via consortium. 

  Business corporations must pay the participation fee for a sector or group of sectors, values and as defined in final tender protocol. 

  To log in the technical data package, business corporations shall comply with the provisions as per the final tender protocol. The technical data package shall be available for corporations which have filled out the electronic application form, receipt of payment of the participation fee and submitted the confidentiality agreement, acknowledging the powers of its signatory. 

  Payment of the participation fee 

  The payment of the participation fee must be made by bank payment slip. 

  The business corporations may submit a document enlisting the areas of interest, according to the template of Annex IV as per the final tender protocol and a copy of the payment receipt.

  The bank payment slip of the participation fee was withdrawn on 08/11/2021 according to the schedule of the round.

  Payments made abroad 

  Payment of foreign currency interest rate should be made by bank transfer in US dollars. 

  The participation fee shall be converted to US dollars rendering mandatorily the official exchange purchase rate (BACEN / Ptax purchase) in respect to the business day immediately prior to the payment, issued by the Central Bank of Brazil. 

  The business corporation may check towards financial institution the responsible agent for operating the incidence rates of the wire transfer in order to ensure the exact value of the participation rate to be effectively available to ANP after conversion from dollars. 

  The business corporations should submit a document to areas of interest, as ANNEX IV model of the notice and a copy of the swift.

  Enrollment approval  

  It shall be considered eligible to participate in the bidding, the category of bidders, the business companies which meet all the registration requirements set out of the final tender protocol. 

  The result of the entries, judged by CEL, the bidders it shall be informed individually by electronic message.  

  To the present date the public presentation of offers, the list of bidders it shall be announced on the website http://rodadas.anp.gov.br/.
