Innovation and capacity building: new impetus for Guinea-Bissau's digital census
In February this year, specialists of the Project "Reference Centers for Census with Electronic Data Collection in Africa – Phase 2" landed in Guinea-Bissau with the goal of preparing the ground for the 4th General Population and Housing Census (IV RGPH), the first digital census to be carried out in said nation. 
Knowledge was shared on awareness raising, recruitment of enumerators, and post-census strategies, topics which have been requested by INE Guinea-Bissau (INEGB). The training was led by the National Agency of Statistics and Demography of Senegal (ANSD), jointly with the National Institute of Statistics of Cape Verde (INECV), and had technical support from the Brazilian Institute of Geography and Statistics (IBGE).
At the end of the mission's activities, a strategic report with important recommendations was presented to the President of INEGB, Mr. Roberto Vieira, and the UNFPA Representative in Guinea-Bissau, Ms. Zalha Assoumana. Such recommendations included designing a Communication and Awareness Plan, mobilizing additional financial resources, hiring specific experts, and updating schedules.
The impact was immediate. The Government of Guinea-Bissau, as well as funding institutions and partners such as UNFPA and the World Bank, welcomed theses recommendations, which have already been implemented. The postponement of the census to October 2025 allowed for improvement on the preparatory phases, including updating cartographic bases, and running crucial pilot tests.
According to Mr. Luciano Duarte, Principal Technical Advisor to the IV RGPH of Guinea-Bissau, the mission was a milestone for international cooperation and promises results: "we are optimistic about the continuous collaboration we have with our partners, and this partnership will yield excellent results to the Census in Guinea-Bissau".
This project is the result of a collaboration between Brazil, Cape Verde, Senegal, and UNFPA Brazil, and not only does it strengthen African National Statistical Institutes, but also sets a standard of excellence in terms of census innovation and sustainability.
The initiative is the result of a partnership between the Government of Brazil–represented by the Brazilian Cooperation Agency (ABC), under the Ministry of Foreign Affairs, and the Brazilian Institute of Geography and Statistics (IBGE)–and the United Nations Population Fund in Brazil (UNFPA Brazil) with Cape Verde and Senegal. The partner institutions in the countries mentioned before are the National Institute of Statistics of Cape Verde (INECV), and the National Agency for Statistics and Demography of Senegal (ANSD).
