The ABC's ability to perform its institutional functions in Brazil's international technical cooperation and humanitarian cooperation depends, firstly, on the availability of resources in its budget activities, in the Annual Budget Law (LOA):

ABC also receives resources from:

Brazilian cooperating entities, equally consigned in the LOA, through their own budget activities, which are transferred to ABC through Decentralized Implementation Agreements (TEDs).

From the cotton dispute with the United States, won by Brazil at the World Trade Organization, where funds are allocated to Technical Cooperation Projects aimed at disseminating good cotton planting practices in developing countries, especially in Africa;

From foreign cooperating entities, managed by the donors themselves - developed country governments, international institutions, and agencies - that make up these partners’ counterpart in the implementation of international cooperation projects, particularly in the trilateral modality.
