Brazil Hosts Global UN Event on Urban Search and Rescue
From April 12 to 17, Brazil will host, for the first time, a technical meeting of the International Search and Rescue Advisory Group (INSARAG), a global humanitarian network of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), which specializes in urban search and rescue in earthquakes and collapsed structures.

The initiative is part of the UN's ongoing efforts and will bring together leaders of urban search and rescue teams from five continents, civil protection and defense authorities and military personnel from all of Brazil's military fire departments.

In 2024, the Americas region will be responsible for hosting this event. By taking on this organization, Brazil is demonstrating its commitment to international humanitarian cooperation in response to major disasters. The city of Belo Horizonte will host this international meeting.

With the participation of around 300 national and international experts, the discussions will cover a variety of topics, from strengthening national capacities to information management during search and rescue operations. Given the increasing severity of global floods, Brazil and several other countries are promoting a global debate on the standardization and coordination of international humanitarian response to floods. For the Brazilian government, this is a permanent commitment to adapting to climate change and the emerging needs of responding to hydro-meteorological disasters.

In addition, the event will serve as a stage to promote the creation of a permanent Brazilian multidisciplinary humanitarian team, ready to respond to international appeals during major disasters.

Brazilian citizens are the main beneficiaries of this event, which helps to strengthen institutions working in the civil defense sector and train Brazilian firefighters in international protocols for responding to incidents involving collapsed structures and floods.

Coordinated by the Brazilian Cooperation Agency (ABC), of the Ministry of Foreign Affairs (MRE), and the National Secretariat for Defense and Civil Protection (SEDEC), of the Ministry of Integration and Regional Development (MIDR), the event will also count on the partnership of the government of the state of Minas Gerais and the support of the Minas Gerais Military Fire Brigade (CBMMG).

Agenda

The first part of the event will take place at the Military Fire Academy (ABM), in Belo Horizonte, between April 12 and 14, in closed meetings attended by experts from various countries, supported by the INSARAG secretariat. The strengthening of national capacities and information management during search and rescue operations will be discussed.

The global meeting will take place between April 15 and 17 in Belo Horizonte, at the Cidade Administrativa, an architectural masterpiece designed by Oscar Niemeyer.

The second part of the program includes a meeting of urban search and rescue team leaders who will discuss the international coordination of the response to major disasters, such as the earthquakes in Turkey in February 2023.

The event demonstrates Brazil's commitment to international cooperation in disaster response and highlights the importance of global collaboration in building a safer and more resilient world.

INSARAG

INSARAG congregates and mobilizes risk and disaster managers, international urban search and rescue teams, government officials and members of NGOs from the humanitarian sector who operate in a coordinated manner and with common methodology, guidelines, and tools, in support of countries that require international assistance in the emergency response to major disasters.

The group, recognized for its effectiveness and flexibility in crisis management, functions as an intergovernmental alliance. Its guidelines have been instrumental in guiding rescue teams and mobilizing humanitarian efforts.
