Visit of the Minister of Foreign Affairs to Singapore, Timor-Leste, Viet Nam and Japan – July 22-29, 2015

The Minister of Foreign Affairs, Ambassador Mauro Vieira, will be on a trip to Asia between the 22 and the 29 of July, with scheduled meetings with authorities in Singapore, Timor-Leste, Viet Nam and Japan.

In Singapore, on July 22, Minister Mauro Vieira will hold work meetings with Deputy Prime Minister and Minister for Finance Tharman Shanmugaratnam, and with the Minister for Foreign Affairs, K Shanmugam. During the meetings, themes on the bilateral agenda, including trade, investments and cooperation in the academic, scientific and technological fields will be addressed. The Ministers will also discuss subjects on the regional and multilateral agendas, including Brazil-ASEAN relations, the reform of the UN Security Council and climate change negotiations.

In 2014, Singapore was the major Brazilian trading partner in the framework of the Association of Southeast Asian Nations (ASEAN), with bilateral trade totaling US$ 4.1 billion with a Brazilian trade surplus of US$ 2.54 billion (the fourth largest among Brazilian trade partners). Singapore invests in Brazil in sectors including naval construction, and has opened offices in São Paulo of two major sovereign wealth funds, with assets amounting to over US$ 520 billion.

Between July 23 and 25, Minister Vieira will be in Timor-Leste, where he will participate in the 10th Ordinary Meeting of the Council of Ministers of the Community of Portuguese-speaking Countries (CPLP). On that occasion, he will formalize Brazil's intention to assume the Community presidency, in the 2016-2018 term, and to host the next Summit, in 2016. Still in the framework of the CPLP activities, Ambassador Vieira will participate in the launch of the “CPLP Audiovisual Program” in the area of audiovisual content production, and in the signing of the “CPLP Multilateral Convention on Social Security”, which will expand social protection to workers migrating within the countries of the Community.

Minister Mauro Vieira will meet with his Timorese counterpart, Hernâni Coelho, when he will address, among other themes, the programs of technical cooperation promoted by Brazil in areas including the promotion and diffusion of the Portuguese language, the consolidation of the Timorese civil law system and human resources capacity-building.

Timor-Leste is the only country in Asia and Oceania that has Portuguese as official language. Since the establishment of its National State in 2002, the country has consolidated the foundations of a democratic representative political system and has successfully adopted social inclusion programs, many of them inspired by the Brazilian experience, as in the area of school meals.

On July 27, Minister Vieira will be in Viet Nam, where he will hold a work meeting with Minister of Foreign Affairs Pham Binh Minh. During the meeting, subjects regarding new trade opportunities, diversification of the Brazilian portfolio of exports and technical cooperation initiatives undertaken by Brazil will be discussed.

Bilateral relations with Viet Nam have improved since its establishment, in 1989. In the 2003-2014 period, trade between the two countries increased from $47.1 million to $ 3.2 billion. There are also promising opportunities for the expansion of bilateral investments.

On the last leg of his trip, in Japan, on July 28-29, Minister Vieira will be hosted by Foreign Minister Fumio Kishida. The visit to Japan takes place in the year marking the 120th anniversary of the establishment of Brazil-Japan diplomatic relations.

Brazil-Japan relations are marked by strong human bonds and significant flow of trade and investments. The bilateral agenda developed in the areas of science, technology and innovation is robust. Brazil and Japan also participate in cooperation projects in other countries, as illustrated in the joint action to implement the Japanese-Brazilian digital TV standard in many countries in Central and South America, Africa and Asia.
