Treaty on the Prohibition of Nuclear Weapons (CTBT) - Russia's decision to revoke ratification of the treaty
Brazil regrets the decision of the Russian Federation to revoke its ratification of the Treaty on the Prohibition of Nuclear Weapons (CTBT), announced on November 2, 2023. The Brazilian government has taken note of the announcement by the Russian government that, despite the annulment of the ratification of the CTBT, the country does not intend to resume nuclear testing.
Brazil also regrets that, although the CTBT was signed 25 years ago, it is not in force due to the lack of ratification by China, the Democratic People's Republic of Korea, Egypt, India, Iran, Israel, Pakistan, and the United States, countries with relevant nuclear capabilities.
The Treaty, which has been ratified by 178 UN member states and signed by 186, reflects the commitment of the vast majority of countries to the definitive and comprehensive prohibition of nuclear testing, an essential step towards achieving a world free of nuclear weapons and to prevent testing's serious impacts on human health and the environment.
In reaffirming the importance of the CTBT and its entry into force and full implementation, the Brazilian government calls on all nuclear-weapon States to strictly adhere to the nuclear testing moratorium.
It also calls on all other States whose ratification is necessary for the entry into force of the CTBT to accede to the Treaty as soon as possible.
