Statement by Brazil International Conference on Libya

Brazil stands alongside the Libyan people in their aspirations for freedom and democracy. The future of Libya should be determined by the Libyans themselves.

Brazil believes that a central goal of the countries that are friends of Libya should be to encourage, in the spirit of the Roadmap of the African Union, a democratic process of transition that takes place in an environment that is safe, guarantees full respect for human rights, and takes into consideration the interests of all segments of Libyan society, preserving national unity.

Brazil voted in favor of Resolution 1970 of the Security Council, which imposed an arms embargo, an assets freeze and a travel ban on authorities of the regime. Brazil supported the suspension of Libya from the UN Human Rights Council. Like other four Council members, Brazil abstained in Resolution 1973, understanding that its mandate could give rise to a militarization of the conflict beyond the protection of civilians.

In recalling that both the Security Council and the African Union recommend an immediate cease-fire, Brazil calls on the parties to lay down their armas and put an end to violence. We also support the African Union Peace and Security Council call for the establishement of a credible cease-fire monitoring mechanism.

The Security Council is the primary body responsible for dealing with issues of peace and security, as provided for in the UN Charter. Brazil believes that even the way Security Council resolutions are implemented should always be subject to consideration by the Council itself.

The development of strategies for the post-conflict period should take into account the contributions of relevant regional mechanisms such as the League of Arab States and the African Union, in a context of full transparency and observance of the primary responsibilities of the Security Council and other UN bodies.

The responsibility to determine who shall represent Libya in te UN General Assembly will lie with the Credentials Committee of the United Nations, in full respect for multilateralism.


Déclaration du Brésil Conférence internationale sur la Libye


Le Brésil est aux côtés du peuple libyen dans ses aspirations à la liberté et à la démocratie. L’avenir de la Libye doit être défini par les Libyens eux-mêmes.

Le Brésil estime que l’un des objectifs principaux des pays amis de la Libye doit être d’encourager, dans l’esprit de la feuille de route de l’Union africaine, un processus démocratique de transition qui se déroule dans la sécurité et le respect total des droits de l’homme et des intérêts des différents segments de la société libyenne, préservant l’unité nationale.

Le Brésil a voté en faveur de la résolution 1970, qui a imposé l’embargo sur les armes, gelé des avoirs et établi des restrictions de voyage à l’étranger des autorités du régime. Le Brésil a soutenu la suspension de la Libye du Conseil des droits de l’homme. Comme quatre autres membres du conseil, le Brésil s’est abstenu de voter la résolution 1973, considérant que son mandat pouvait engendrer une militarisation du conflit au-delà de la protection des civils.

Rappelant que tant le Conseil de sécurité que l’Union africaine préconisent un cessez-le-feu immédiat, le Brésil enjoint les parties à déposer les armes et à mettre un terme à la violence. Nous soutenons également l’appel du Conseil de paix et de sécurité de l’Union africaine afin d’établir un mécanisme crédible de gestion du cessez-le-feu.

Le Conseil de sécurité est l’instance suprême de traitement des questions de paix et de sécurité, conformément à la Charte de l’ONU. Le Brésil estime que même la manière de mettre en œuvre les résolutions du Conseil de sécurité devra toujours faire l’objet d’une délibération de la part du conseil.

L’élaboration de stratégies pour la période post-conflit devra prendre en compte les contributions des mécanismes régionaux pertinents tels que la Ligue des Etats arabes et l’Union africaine, dans un cadre de totale transparence et en respectant les attributions essentielles du Conseil de sécurité et des autres instances des Nations unies.

Il reviendra au Comité de vérification des pouvoirs des Nations unies de déterminer, dans le respect total du multilatéralisme, qui parlera pour la Libye à l’Assemblée générale des Nations unies.
