Joint declaration of the Presidents of the Republic of Suriname and the Federative Republic of Brazil

At the invitation of the President of the Republic of Suriname, H.E. Chandrikapersad Santokhi, the President of the Federative Republic of Brazil, H.E. Jair Messias Bolsonaro, paid an Official Visit to Suriname on January 20, 2022.

During this historic meeting, both Heads of State had a wide-ranging exchange of views in the spirit of strengthening and deepening understanding of common interest, at the bilateral, regional and international levels.

Both Presidents also exchanged views on matters related to security and defense, infrastructure, energy, trade and investment and environment.

They highlighted the bonds of friendship and cooperation that unite their countries, within the framework of good neighbourliness and respect for International Law as well as the principles and purposes enshrined in the Charter of the United Nations.

On the bilateral agenda both Presidents agreed to the following:

Strategic Political dialogue and Consultation

Resume regular consultations within the framework of the bilateral Mechanism of Political Consultation, established in 2005, to review all aspects of their bilateral relations, and to exchange views on regional and international issues of mutual interest.

Underscore the importance of monitoring of the implementation of the decisions made in the political consultations in all areas, especially security, energy, infrastructure, market expansion and cultural cooperation.

 

Trade, Investment and Agriculture

Resume negotiations on the expansion of the Partial Scope Agreement number 41, with a view to cover a larger number of economic sectors and stimulate bilateral trade flows.

Launch negotiations on bilateral sanitary and phytosanitary certifications, in order to create an adequate legal and technical framework for agricultural trade and help promote food security in both countries.

Endeavour to accelerate the process for ratification of the “Cooperation and Facilitation Investment Agreement” (CFIA) which will contribute to promoting a favorable environment for the attraction of bilateral investments.

Welcome the prospect of a bilateral seminar of the business community of both countries, to be coordinated, on the Brazilian side, by the Brazilian Trade and Investment Promotion Agency (Apex-Brasil), focused on new opportunities in the oil and gas sector, and the prospect of an Apex-Brazil’s mission to Paramaribo, with the aim of sharing the Brazilian experience in establishing and operating a trade promotion agency.

 

Energy Cooperation, including Oil and Gas

Look into possibilities, in the light of the oil and gas offshore industry in Suriname, for cooperation related to Institutional and Technical Capacity building and Local Content Development, Renewable Energy and also offer possible Energy related services to Brazil, responding to the needs of the Northern states of Brazil.

Intensify, henceforth, the exchange of information on the respective national energy plans, the exchange of experiences in regulatory matters in the oil and  gas sector, including in local content regulations, as well as collaboration in the prevention of oil spill accidents.

Stress the importance of collaboration in the field of electrical interconnection between Brazil, Guyana, French Guyana and Suriname, and encourage the Inter-American Development Bank to proceed with the new phase of the technical, economic and environmental feasibility studies, under the Memorandum of Understanding signed in 2019 by that Institution and the energy companies of the of the interested countries.

Security and Defense matters

Intensify the current security cooperation with the focus on collaborating in the area of public security and combatting transnational organized crime.

Express their shared interest in improving channels of dialogue and cooperation aimed at preventing and confronting threats related to transnational crime, such drug trafficking, human trafficking, corruption and illegal mining.

Commend police authorities for the cooperation carried out under the Memorandum of Understanding signed between the Federal Police of Brazil and the Korps Politie Suriname (KPS) in May 2018, and welcome the invitation extended by Brazil for the participation of Surinamese police officers in training activities as well as in the International Police Cooperation Center, maintained by the Federal Police of Brazil, in Rio de Janeiro.

Explore the possibility of negotiating specific projects related to the use of remote sensing images, as an effective cooperation tool to prevent and combat transnational crime in their territories.

Reaffirm the commitment of both countries to the cooperation agenda on defense, as reflected in the wide participation of Surinamese military personnel in military training institutions in Brazil. Both countries will look into the possibility of increasing the joint border patrols and into the capabilities of the Brazilian Defense Industry to enhance its participation as purveyor of defense products to Suriname, including, if appropriate, the possibility of transfer of technology.

 

Migration and Consular matters

Further strengthen the bilateral consular and migration relationship through future bilateral dialogues, ongoing collaboration and coordination.

In this context to convene the second meeting of the Working Group on Migration and Consular Affairs in the second half of this year to discuss this issue.

 

Technical and Humanitarian Cooperation status

Express satisfaction for the broad portfolio of projects implemented over the years in the Brazil – Suriname Technical Cooperation Programme, which is the largest bilateral programme maintained by Brazil in the Americas and has completed, in 2021, 45 years of partnership.

Convene the second meeting for Monitoring and Evaluation of the Technical Cooperation Program in Suriname in the second semester of 2022.

Commend the Brazilian readiness to support vaccination efforts in Suriname by offering the donation of vaccine doses against COVID-19 and several other diseases.

Regional matters

Underscore the importance of regional integration and call for peaceful resolution of the leading crises in the region through political dialogue, and with observance of human rights and the rule of law. In the same vein, advocate for exhausting all diplomatic channels to reach a peaceful solutions to these crises through all-inclusive and legitimate political and democratic processes with the engagement of all relevant actors.

Also underscore their strong commitment to upholding democracy and democratic institutions, the adherence to good governance and the rule of law, the promotion and protection of human rights and fundamental freedoms.

Emphasize the importance of promoting the conservation and sustainable use of biodiversity and the natural resources of the Amazon region to address the social, environmental and economic challenges of the region in an integrated manner, as well as promoting the sustainable development with the support of the Organization of the Amazon Cooperation Treaty.

In conclusion

The President of the Federative Republic of Brazil, Jair Messias Bolsonaro, expressed appreciation to Suriname for the warm welcome and hospitality extended to him and his delegation during the visit.

Declaração conjunta dos presidentes da República do Suriname e da República Federativa do Brasil

Aconvite do Presidente da República do Suriname, Sua Excelência Chandrikapersad Santokhi, o Presidente da República Federativa do Brasil, Sua Excelência Jair Messias Bolsonaro, realizou visita oficial ao Suriname em 20 de janeiro de 2022.

Por ocasião desse histórico encontro, os Chefes de Estado mantiveram ampla troca de visões no espírito de fortalecer e de aprofundar a compreensão dos interesses comuns, nos níveis bilateral, regional e internacional.

Os Presidentes também intercambiaram impressões sobre assuntos relacionados a segurança e defesa, infraestrutura, energia, comércio e investimento, e meio ambiente.

Sublinharam os laços de amizade e cooperação que unem seus países, no marco da boa vizinhança e do respeito ao Direito Internacional, bem como dos princípios e propósitos consagrados na Carta das Nações Unidas.

No tocante à agenda bilateral, os dois Presidentes acordaram o seguinte:

  

Consultas e Diálogo Político Estratégicos

Retomar consultas regulares no âmbito do Mecanismo Bilateral de Consulta Política, estabelecido em 2005, para passar em revista todos os aspectos das relações bilaterais e trocar impressões sobre questões regionais e internacionais de interesse mútuo.

Ressaltar a importância de monitorar a implementação das decisões tomadas no marco das consultas políticas em todas as áreas, em especial, segurança, energia, infraestrutura, expansão de mercados e cooperação cultural.

 

Comércio, Investimento e Agricultura

Retomar as negociações para a ampliação do Acordo de Alcance Parcial nº 41, com vistas a abranger maior número de setores econômicos e estimular os fluxos comerciais bilaterais.

Lançar negociações sobre certificações sanitárias e fitossanitárias bilaterais, a fim de criar quadro jurídico e técnico adequado para o comércio agrícola e ajudar a promover a segurança alimentar em ambos os países.

Envidar esforços para acelerar o processo de ratificação do “Acordo de Cooperação e Facilitação de Investimentos” (ACFI), que contribuirá para a promoção de um ambiente favorável à atração de investimentos bilaterais.

Saudar a perspectiva de realização de um seminário bilateral envolvendo as comunidades empresariais dos dois países, a ser coordenado, do lado brasileiro, pela Agência Brasileira de Promoção de Exportações e Investimentos (Apex-Brasil), com foco em novas oportunidades no setor de petróleo e gás, e a previsão de realização de uma missão da Apex-Brasil a Paramaribo, com o objetivo de compartilhar a experiência brasileira na criação e na operação de uma agência de promoção comercial.

 

Cooperação Energética, incluindo Petróleo e Gás

Analisar as possibilidades, à luz do desenvolvimento da indústria de petróleo e gás offshore no Suriname, de cooperação relacionada à construção de capacidade técnica e institucional, ao desenvolvimento de conteúdo local e a energias renováveis, bem como de oferta de possíveis serviços relacionados ao setor energético ao Brasil, respondendo às necessidades dos estados da Região Norte do país.

Intensificar, doravante, o intercâmbio de informações sobre os respectivos planos nacionais de energia, a troca de experiências em matéria regulatória no setor de petróleo e gás, inclusive em regulamentação de conteúdo local, bem como a colaboração na prevenção de acidentes por derramamento de petróleo.

Ressaltar a importância da colaboração no campo da interconexão elétrica entre Brasil, Guiana, Guiana Francesa e Suriname, e incentivar o Banco Interamericano de Desenvolvimento a prosseguir com a nova fase dos estudos de viabilidade técnica, econômica e ambiental, no âmbito do Memorando de Entendimento assinado em 2019 por aquela Instituição e as empresas de energia dos países interessados.

 

Assuntos de segurança e defesa

Intensificar a atual cooperação em segurança, com foco na colaboração na área de segurança pública e no combate ao crime organizado transnacional.

Expressar o interesse compartilhado em aprimorar os canais de diálogo e de cooperação destinados a prevenir e a enfrentar ameaças relacionadas com o crime transnacional, tais como tráfico de drogas, tráfico de pessoas, corrupção e mineração ilegal.

Felicitar as autoridades policiais pela cooperação desenvolvida no âmbito do Memorando de Entendimento assinado entre a Polícia Federal do Brasil e o “Korps Politie Suriname” (KPS) em maio de 2018, e saudar o convite feito pelo Brasil para a participação de policiais surinameses em atividades de treinamento, assim como no Centro de Cooperação Policial Internacional, mantido pela Polícia Federal do Brasil, no Rio de Janeiro.

Explorar a possibilidade de negociação de projetos específicos relacionados ao uso de imagens de sensoriamento remoto, como ferramenta eficaz de cooperação para prevenir e combater a criminalidade transnacional em seus territórios.

Reafirmar o compromisso de ambos os países com a agenda de cooperação em defesa, refletido na ampla participação de militares surinameses em instituições militares de treinamento no Brasil. Os dois países irão examinar a possibilidade de intensificar ações de patrulhamento conjunto nas fronteiras e avaliar as capacidades da indústria brasileira de defesa para aumentar sua participação como fornecedora de produtos de defesa para o Suriname, incluindo, se apropriado, a possibilidade de transferência de tecnologia.

 

Migração e assuntos consulares

Fortalecer o relacionamento bilateral nas áreas consular e migratória por meio de futuros diálogos bilaterais, da colaboração já em curso e da coordenação.

Neste contexto, convocar a segunda reunião do Grupo de Trabalho sobre Migração e Assuntos Consulares no segundo semestre deste ano para discutir esses temas.

 

Estado da Cooperação Técnica e Humanitária

Expressar satisfação pelo amplo portfólio de projetos implementados ao longo dos anos no âmbito do Programa de Cooperação Técnica Brasil – Suriname, parceria que é o maior programa bilateral mantido pelo Brasil nas Américas e completou, em 2021, 45 anos.

Convocar a segunda reunião de Monitoramento e Avaliação do Programa de Cooperação Técnica, no Suriname, no segundo semestre de 2022.

Saudar a prontidão brasileira em apoiar os esforços de vacinação no Suriname, oferecendo a doação de doses de vacinas contra a COVID-19 e várias outras doenças.

Assuntos regionais

Ressaltar a importância da integração regional e fazer um chamamento em favor da solução pacífica das principais crises na região por meio do diálogo político e da observância dos direitos humanos e do Estado de Direito. Na mesma linha, advogar pelo esgotamento de todos os canais diplomáticos para alcançar soluções pacíficas para essas crises, por meio de processos políticos e democráticos abrangentes e legítimos, com o envolvimento de todos os atores pertinentes.

Ressaltar também seu forte compromisso com a defesa da democracia e das instituições democráticas, a adesão à boa governança e ao Estado de Direito, e a promoção e proteção dos direitos humanos e das liberdades fundamentais.

Enfatizar a importância de promover a conservação e o uso sustentável da biodiversidade e dos recursos naturais da região amazônica para enfrentar os desafios sociais, ambientais e econômicos da região de forma integrada, bem como promover o desenvolvimento sustentável com o apoio da Organização do Tratado de Cooperação Amazônica.

Conclusão

O Presidente da República Federativa do Brasil, Jair Messias Bolsonaro, expressou seu apreço ao Suriname pelas recepção e hospitalidade calorosas dispensadas a ele e sua delegação durante a visita.
