Deployment of a Multinational Mission to Haiti
On October 2, the first day of meetings under Brazil's presidency of the United Nations Security Council, the Council adopted a resolution to deploy a mission to Haiti. This mission's purpuse is to provide support for the Haitian National Police in addressing threats to peace, stability, and security in the country. Established in response to a request from the Haitian government, the Multinational Security Support (MSS) Mission will have an initial period of 12 months and will consist of countries that established agreements with Haiti to deploy police and skilled personnel to the country.
Brazil played a significant role in the negotiations regarding the missions’s mandate and actively contributed to the adoption of the Resolution.
Authorized under Chapter VII of the United Nations Charter, which governs the use of force to restore peace and international security, the MSS will provide operational support to the Haitian National Police. Its functions include providing training, planning and conducting joint operations, as well as protecting critical infrastrucutre. The Mission will be funded through voluntary contributions and will be led by Kenya.
In addition to authorizing the creation of the MSS, the Security Council expanded the existing embargo on the transfer of weapons and ammunition to Haiti. Exceptions will apply when the Haitian government acquires such items or when authorized by the UN.
The Resolution emphasizes the importance of finding political solutions to the root causes of instability in Haiti. It also underscores the urgent need to reach broad political consensus on holding general elections as soon as possible. At Brazil's initiative, emphasis was also given to the need to intensify international efforts to promote social and economic development in Haiti as a means to combat poverty and achieve long-term stability.
Brazil, along with other Security Council members and the international community, will continue to support Haiti's stability and development. The Brazilian government highlights the importance of the international community increasing its support for Haiti to enhance the country's security and development.
