Brazilian Presidency of the United Nations Security Council
During the month of July, Brazil presides over the United Nations Security Council (UNSC). The presidency rotates among the member countries of the main multilateral body responsible for international peace and security. During the 2022-2023 biennium, the country is exercising its 11th elective term.
Under Brazil's presidency, the UNSC will examine the security situation in Ukraine, Syria, West Africa and the Sahel region, Colombia, Lebanon, Sudan, the Middle East, Haiti, Yemen, Cyprus, Libya, and Central Asia. It is also scheduled to adopt resolutions on the UN missions in Haiti, Yemen, Cyprus, and Libya, and on sanctions regimes in place for Libya and the Central African Republic.
The concern with respect for International Humanitarian Law, with the protection of civilians and with access to humanitarian assistance will be present in Brazilian action in all items on the agenda. Brazil will take to the Council an appeal for unity around humanitarian actions, which aim to save lives and should not be the object of politicization.
On July 12, the Brazilian presidency will promote an open debate on the importance of strategic communication in peacekeeping operations, to be chaired by the Minister of State of Foreign Affairs, Ambassador Carlos Alberto Franco França, with the participation of the Secretary-General of the United Nations, António Guterres. On July 19, an open debate will be held on children and armed conflict, to be chaired by the Secretary-General of Foreign Affairs, Ambassador Fernando Simas Magalhães.
Brazil will seek better coordination between the Security Council and the UN Peacebuilding Commission, whose Chairperson, Ambassador Rabab Fatima (Bangladesh), will participate in the meeting on the situation in West Africa and the Sahel.
The UNSC Women, Peace and Security Agenda will also receive attention, including through the increased participation of women in the planned meetings. Brazil will continue to defend the expansion of women's participation in peace processes and UN operations.
During Brazil's term in the UNSC, and especially during its presidency in July, Brazil will seek to expand spaces for negotiation and dialogue, promote a constructive agenda, and invest in initiatives that contribute in a concrete way to the maintenance of international peace and security, in line with the relevant constitutional precepts.
