United States and Brazil Hold Third Meeting of the Commission on Economic and Trade Relations under the United States-Brazil Agreement on Trade and Economic Cooperation (ATEC)

Washington - The III ATEC meeting was held on March 29 and 30 to address the main current topics and future challenges of Brazil-US trade and economic relations.  Delivering on the commitment reached by President Obama and President Rousseff to "enhance efforts to expand trade and investment, as well as to increase the competitiveness and diversity of both our economies", this was the first ATEC meeting held at the Ministerial level, bringing together the highest authorities in charge of trade in the US, USTR Michael Froman, and in Brazil, the Ministers of Foreign Affairs, Mauro Vieira, and Development, Industry and Foreign Trade, Armando Monteiro.

During the ministerial session, held on March 30, the Ministers held in-depth discussions on Brazil and US respective approaches to trade and investment negotiations, which provided an invaluable opportunity to exchange information and identify points of convergence.

In light of the successful conclusion of the WTO Ministerial Conference in Nairobi, last December, the three Ministers also engaged in a productive discussion about the implementation of the Nairobi Declaration and shared ideas about the preparation for the next Ministerial.

During the technical meeting held on March 29, officials discussed a broad range of trade and investment issues, including cooperation in multilateral fora; strategies to further investment in manufacture; agriculture biotechnology; regulatory cooperation; and specific market access concerns on both sides.

At the end of the meeting, Minister Mauro Vieira highlighted the importance of the U.S. market for Brazilian exports, in particular of manufactured goods, which "clearly demonstrate the competitiveness of the Brazilian industry and the integration of value chains between our two countries". Industrial goods answered for over 60% of our 2015 exports to the U.S. – a noted improvement vis-à-vis the 53% reached in 2014.  The Minister stressed that "notwithstanding the importance of traditional agriculture exports to the United States – which we certainly like to expand significantly, with more exports of meat, sugar and fruits, for instance – our first three main exports to the US are Machinery, Airplanes, and Iron and Steel products."

The next meeting of the Commission will be held in Brasília in 2017.

The United States is Brazil´s second largest trading partner. The total bilateral trade, including goods and services, reached close to USD 100 billion in 2015.  The U.S. is the largest foreign direct investor (FDI) in Brazil, accumulating historical FDI of over 110 USD billion, according to Brazil Central Bank.  At the same time Brazilian investments in the U.S. are becoming increasingly relevant, reinforcing the synergies between the two largest economies of the Americas.  Brazil invested 1,9 billion the U.S in 2015, with the accumulated Brazilian FDI in the U.S. reaching above USD 13 billion.

Brasil e Estados Unidos realizam a III Reunião da Comissão de Relações Econômicas e Comerciais do Acordo Brasil-Estados Unidos de Cooperação Econômica e Comercial (ATEC)

A III Reunião da ATEC foi realizada nos dias 29 e 30 de março para tratar dos principais temas da agenda atual e dos desafios futuros nas relações econômicas e comerciais Brasil-EUA. Atendendo ao compromisso alcançado pelo Presidente Obama e pela Presidenta Rousseff no sentido de "incrementar esforços para expandir o comércio e os Investimentos, bem como aumentar a competitividade e a diversidade de nossas duas economias", esta foi a primeira reunião da ATEC realizada em nível ministerial, reunindo as mais altas autoridades encarregadas de comércio nos EUA, o Representante de Comércio Michael Froman, e no Brasil, o Ministro das Relações Exteriores Mauro Vieira e o Ministro do Desenvolvimento, Indústria e Comercio Exterior Armando Monteiro.

Durante a sessão ministerial, realizada no dia 30, os Ministros mantiveram discussões aprofundadas sobre as respectivas abordagens do Brasil e dos EUA em matéria de Negociações de comércio e investimentos, o que propiciou uma valiosa oportunidade para trocar informações e identificar pontos de convergência.

À luz da bem sucedida conclusão da Conferência Ministerial da OMC em Nairóbi, no ultimo mês de dezembro, os três Ministros também se engajaram em uma produtiva discussão sobre a implementação da Declaração de Nairóbi e compartilharam ideias sobre a próxima Ministerial da OMC.

Durante a sessão técnica, realizada no dia 29, autoridades dos dois lados discutiram amplo conjunto de temas de comércio e investimento, incluindo cooperação em foros multilaterais; estratégias para expandir investimentos em manufaturas; biotecnologia agrícola; cooperação regulatória; bem como preocupações específicas de acesso a mercados em ambos os lados.

Ao fim da reunião, o Ministro Mauro Vieira destacou a importância do mercado dos EUA para as exportações brasileiras, em particular para as exportações de bens manufaturados, o que "demonstra claramente a competitividade da indústria brasileira e a integração das cadeias de valor entre nossos dois países".  Bens industriais corresponderam a mais de 60% de nossas exportações para os EUA em 2015 – um claro avanço com relação aos 53% observados em 2014. O Ministro ressaltou ainda que "não obstante a importância de nossas exportações tradicionais de produtos agropecuários para os EUA – as quais certamente esperamos ver aumentadas significativamente, com mais exportação de carnes, açúcar e frutas, por exemplo –  os três principais produtos de exportação do Brasil para os EUA são, respectivamente, máquinas, aeronaves e produtos de ferro e aço".

A próxima reunião da Comissão será realizada em Brasília em 2017.

Os EUA são o segundo principal parceiro comercial do Brasil. O intercâmbio bilateral total, somando-se bens e serviços, chegou próximo a USD 100 bilhões em 2015. Os EUA são o principal investidor estrangeiro direto (IED) no Brasil, com um estoque acumulado de investimentos da ordem de USD 110 bilhões, segundo dados do Banco Central do Brasil. Ao mesmo tempo os investimentos brasileiros nos EUA tornam-se cada vez mais relevantes, fortalecendo as sinergias entre as duas maiores economias das Américas. O Brasil investiu USD 1,9 bilhão nos EUA em 2015, elevando o estoque acumulado de IED brasileiro nos EUA a mais de USD 13 bilhões.
