Brazil-OECD Cooperation Agreement

The Minister of Foreign Affairs, Ambassador Mauro Vieira, the Minister of Finance, Joaquim Levy, and the OECD Secretary General, Angel Gurría, signed, today, June 3, in Paris, on the margins of OECD Ministerial Council Meeting (MCM 2015), the Brazil-OECD Co-operation Agreement. The agreement will deepen and systematize the bilateral relationship, putting it on more solid foundations.

The signing of the Cooperation agreement constitutes a new stage in the relationship between Brazil and the OECD, in which mutual interest will continue to guide the choice of specific areas of collaboration. The Brazil-OECD dialogue becomes particularly relevant at a time when Brazil is consolidating its development strategy through parallel initiatives in the spheres of economic growth, social inclusion and environmental protection.

The Agreement, which will be submitted to the National Congress, institutionalizes Brazil’s participation in various OECD fora and establishes mechanisms for defining future lines of work. It will also reinforce the coordination of the Brazilian Government’s participation in the OECD, carried out by the Inter-Ministerial Working Group on the OECD and coordinated by the Ministry of Foreign Affairs.

Brazil’s participation in the OECD began in the 1990s. In 2007, Brazil became, along with China, India, Indonesia and South Africa, one of the five partners of the “Enhanced Engagement” with the OECD, countries currently referred to as “Key Partners”. Since then, there has been continuous increase in relations, with the adhesion of Brazil to several levels, as well as participation in projects and revisions by the Organization peers. Brazil also develops cooperation with OECD through its status as a member of the G20.
