10th High-Level Meeting of the New Agenda for Cooperation and Border Development Brazil-Uruguay – Brasilia, Abril 18-19, 2016

The Secretary General of Foreign Affairs, Ambassador Sérgio França Danese, conducts, alongside with his Uruguayan counterpart, Ambassador José Luis Cancela, the 10th Brazil-Uruguay High-Level meeting of the New Agenda for Border Cooperation and Development, to be held at the Itamaraty Palace, on April 18 and 19, in Brasilia.

The New Agenda for Cooperation and Border Development was established in 2002, with the goal of coordinating the set of mechanisms responsible for border integration with Uruguay and for promoting the integrated development of the common border region. Since its establishment, the High-level meetings became responsible for the articulation of integrated policies and for the negotiation of innovative legal instruments, which sought to respond to the peculiarities and the specific needs of the border region. Examples of bilateral acts resulting from the High-level Meeting are, among others, the Agreement for Residence Permit, Work and Study for Brazilian and Uruguayan nationals on the border region; the Complementary Agreement on reciprocal access to health services on the border region; Complementary Agreement to Emergency Assistance Services and Cooperation in Civil Defense.

On April 18 and 19, the New Agenda will bring together a number of Brazilian and Uruguayan delegates from several federal bodies, from the Government of the State of Rio Grande do Sul, from Uruguayan departments, Brazilian city halls and Uruguayan administration bodies from the border region, in addition to representatives from the academia and the civil society. The delegates will examine a broad and diversified agenda, distributed among Working Groups of the New Agenda. The Working Groups will discuss themes such as health and epidemiological prevention; education, culture and professional training; police and judicial cooperation; labor and social security issues; fishery and aquaculture, sanitation; vicinal traffic of subsistence goods; entrepreneurship; infrastructure and telecommunications.
