First Cycle of the Open Acreage – Production Sharing

Pursuant to items 1.2 and 1.3 of the Open Acreage of Production Sharing tender protocol, the cycle begins with the disclosure of the schedule of the respective cycle by the Bidding Round Special Commission.

Open Acreage cycles correspond to the holding of public sessions for the presentation of bids for one or more sectors that had a declaration of sectors of interest, accompanied by an offer guarantee, by one or more registered bidders.

As decided by the 2nd Meeting of the Open Acreage of Production Sharing Bidding Round Special Commission (CEL OPP), the indicative schedule for the 1st Cycle of Open Acreage for production sharing was published in the DOU on 08/17/2022.

Clarification Note

The Bidding Round Special Commission for Open Acreage of Production Sharing (CEL OPP), in the exercise of its regulatory attributions, in the face of requests for clarification on the procedures for submitting bids, emphasizes that:

Under the terms of items 1.2.5 of the Open Acreage of Production Sharing tender protocol, ALL bidders with approved registration who intend to submit a bid in the 1st cycle of the OPP must have presented a declaration of interest accompanied by a bid guarantee and qualification documents. This rule applies both to offers presented individually or in consortium.

In this sense, in the case of consortium bids, ALL members must, obligatorily, have declared interest in the block object of the bid.

Bids submitted by a consortium in which one or more bidders have not declared interest in the block will be invalidated by CEL OPP.

With regard to bid guarantees, in the case of a consortium, these may be in the name of one or more consortium bidders, provided that the sum of the guarantees presented respects the values indicated in Table 11A of ANNEX I, as provided in item 7.1. 6 of the tender protocol.
