E-Notifica awarded at international workshop
The E-Notifica system, developed by the Administrative Council for Economic Defense (CADE), stood out at the ICN Merger Workshop 2025, held from 15 to 17 October, at the Caudan Arts Centre in Port Louis, capital of Mauritius.
The event gathered antitrust authorities and non-governmental consultants from several countries to discuss challenges and trends in merger control, such as digital markets, investments, and emerging practices in the sector.
Alexandre Barreto, Superintendent General at CADE, introduced the E-Notifica platform, one of five tools selected by the ICN Merger Working Group (MWG) as part of the project Tools and Practices for Effective and Timely Management of Merger Cases.
During the session, he demonstrated some technological and methodological solutions aimed at the effective and timely management of merger reviews. Thus, CADE received an award from the organisation which compiles and shares the best practices used by competition authorities worldwide. The final report will be published in 2026, after the ICN board approval.
The initiative gathered 41 antitrust agencies, totalling 129 submissions from different jurisdictions.
According to Mr Barreto, the award recognises CADE's commitment to modern and efficient processes. "The tool is an important step forward in the digitalisation of merger reviews and reinforces our role as an international benchmark for best practices in managing cases”, he stated.
E-Notifica System
It's a platform that automates the notification of summary proceedings, allowing forms to be digitally submitted. The system integrates the internal databases from CADE and other government bodies, ensuring a more efficient and secure process.
Some of the key features include automatic updating of information based on the corporate taxpayer identification number (Cadastro Nacional de Pessoa Jurídica) of the companies involved and the option of restricted access to specific document sections, ensuring confidentiality and transparency to all parties.
CADE establishes a summary proceeding for cases that are considered simple and unlikely to result in competitive harm. The classification is discretionary and assessed according to timely and suitable criteria set by the agency.
