Regulation and Governance
An R&D project is responsible for managing and monitoring the Tariff Sandbox subprojects. This Governance project will also conduct analyses of the Sandboxes. In this way, an environment conducive to the development of projects with a high level of results is created.
In line with the concept of open innovation, the proponents of the Tariff Sandboxes must establish an information and experience-sharing network, thereby increasing the efficiency of the learning generated through experimentation.

The Governance project was approved by Order No. 1,291 of 17 May 2022 (in portuguese) and is being implemented by CPFL Paulista, the lead company, in cooperation with 31 other distribution companies.

Publication of ANEEL Regulatory Resolution No. 996/2021 (in portuguese)
The regulation governing the development and implementation of pilot projects involving differentiated billing for consumers by public electricity distribution concessionaires and permissionaires was established through this Resolution.
Approved at the end of 2021, it introduced the minimum conditions for carrying out pilot projects, including the application procedure, the requirement for ANEEL’s approval of the project, provisions regarding project financing, consumer protection, and the disclosure of results.
Technical Note No. 296/2021-SGT-SPE/ANEEL of 13 December 2021
This Technical Note defined the governance proposal for the Tariff Sandboxes.

Terms of Reference for the Research and Development (R&D) Pilot Project – Tariff Sandbox Governance
Published on ANEEL’s website in December 2021, together with the respective Notice (in portuguese) in the Official Gazette (DOU) of 22/12/2021, Edition 240, Section 3, Page 190.
The Terms of Reference were amended by Order No. 529/2023. The final version may be consulted through the Procedural Consultation (in portuguese) system under Protocol No. 48580.003162/2023, attached to Administrative Proceeding No. 48580.000444/2020-92.
Expression of Interest by Distribution Companies in Investing in the Governance Project
In April 2022, in compliance with the provisions of Section IV of the Terms of Reference, the following companies expressed interest in investing in the R&D Pilot Project: CPFL Energia Group; Neoenergia Coelba; Copel; EDP São Paulo; EDP Espírito Santo; Energisa Group; Enel Ceará; Celesc Distribuição; and Equatorial Energia Group.
Approval of the Proposal
By means of Order No. 1,291/2022 (in portuguese), the proposal submitted by CPFL Paulista, in cooperation with 31 other distribution companies, was approved during the 17th Ordinary Public Meeting of ANEEL’s Board of Directors.
The approved proposal may be consulted through the Procedural Consultation system under Protocol No. 48581.001471/2022.
Structuring of the Governance Project
Stage during which the companies executed the contracts and the Project Management Committees were established.
On 17 March 2023, the launch event for the R&D Project: Tariff Sandbox Governance was held.
Evaluation and Monitoring of the Projects
The project carried out the initial evaluation of the projects submitted under the 1st Public Call, supported the process for creating the temporary experimental environment, and is currently monitoring the implementation of the projects.
Communication and Outreach Actions
Among the responsibilities of the Governance Project are public communication and dissemination activities.
The portal www.sandboxestarifarios.com.br/ (in portuguese) and social media platforms are the main communication channels.
Events are also planned to enable targeted communication with specific segments of society and sector stakeholders.
