Other Projects
Following the completion of two Public Calls, a further prospecting exercise for new Tariff Sandbox projects was conducted with the distribution companies.
Through Circular Letter No. 20/2024-STR/ANEEL (SIC 48580.002138/2024-00), distribution companies were encouraged to submit new projects with the aim of enriching the debate and improving electricity tariffs at a timely moment marked by concession renewals, increasing penetration of distributed energy resources, the energy transition, among other issues relevant to the electricity sector and energy consumers. ANEEL presented a non-exhaustive list of preferred themes.
In response, two projects were submitted:
Light Project: Fixed Billing Model Associated with Non-Tariff Incentive Mechanisms
Light adapted the project it had previously submitted under the 2nd Public Call, which was then resubmitted on 8 July 2024 with the objective of developing new billing models for communities and areas with high levels of default and non-technical losses.
The Project Plan was evaluated by the Management Committee of the Governance Project, which submitted its Evaluation Report to ANEEL on 8 August 2024.
The assessment was supplemented by ANEEL’s technical department through Technical Note No. 13/2024-STR (48580.002638/2024).
On 24 September 2024, during the 35th Ordinary Public Meeting, ANEEL’s Board of Directors decided to authorise Light’s Tariff Sandbox project.

Permissionaires Project: Strategies for the Free Energy Market – Application of a Pilot Project and Statistical Analysis to Understand Low-Voltage Consumer Behaviour in Relation to Electricity Market Liberalisation
Monitoring of this project will be carried out by the Governance Project, together with the other projects submitted under the Public Calls.
The permissionaires Cerbranorte, Certaja, Certel, and Coprel jointly submitted, on 31 July 2024, a Tariff Sandbox Project Plan aimed at studying consumer behaviour regarding the possibility of tariff choice, simulating the opening of the electricity market for Group B consumers.
The project is supported and coordinated by Infracoop – Confederation of Infrastructure Cooperatives.
Due to the specific nature of the permissionaires, no resources from the sectoral Research and Development fund will be invested in the project. Instead, the project will be financed by Sescoop – the National Cooperative Learning Service System, with counterpart contributions from the permissionaires through Infracoop.
The Project Plan was evaluated by the Management Committee of the Governance Project, which submitted its Evaluation Report to ANEEL on 3 September 2024.
Following a stage of interaction and refinement of the Project Plan, the Management Committee issued a supplementary report on 10 October 2024.
The assessment was supplemented by ANEEL’s technical department through Technical Note No. 159/2024-STR (48580.003204/2024).
On 5 November 2024, during the 41st Ordinary Public Meeting, ANEEL’s Board of Directors decided to authorise the Permissionaires’ Tariff Sandbox project.

Equatorial AL Project: Efficient Integration of Distributed Energy Resources
On 6 November 2025, Equatorial Alagoas submitted a Tariff Sandbox Project Plan with the objective of developing, field-testing, and evaluating intelligent tariff structures enabling the distribution company to coordinate, in an efficient and measurable manner, the simultaneous use of distributed photovoltaic generation, distributed storage, and electric vehicles within the low-voltage network.
The project is innovative in addressing the integration of distributed energy resources.
The Project Plan was evaluated by the Management Committee of the Governance Project, which submitted its Evaluation Report to ANEEL on 2 December 2025.
Following a stage of interaction and refinement of the Project Plan, the Management Committee issued a supplementary report on 8 January 2026.
The assessment was supplemented by ANEEL’s technical department through Technical Note No. 12/2026-STR (Proceeding No. 48500.034297/2025-69).
On 3 February 2026, during the 1st Deliberative Session, ANEEL’s Board of Directors decided to authorise Equatorial AL’s Tariff Sandbox project.
