The Manaus Free Trade Zone Superintendence (Suframa) is a federal agency with legal personality and its own assets, linked to the Ministry of Development, Industry, Commerce and Services (MDIC), created by the Decree-Law N° 288/67. Decree-Laws n° 356/68 and n° 1.435/75 extended part of the benefits of Decree n° 288/67 to the Western Amazon States (AMOC), which includes the states of Acre, Amazonas, Rondônia and Roraima.

Starting in 1989, Suframa began to include Free Trade Areas (ALCs) within its jurisdiction. These zones were created with the objective of promoting the development of municipalities located on international borders in the Amazon and integrating them with the rest of the country. This was achieved through the extension of some tax benefits from the Manaus Free Trade Zone, improved monitoring of the entry and exit of goods, and the strengthening of the commercial, agro-industrial, and extractive sectors. These ALCs include the cities of Tabatinga (AM), Guajará-Mirim (RO), Macapá and Santana (AP), Brasiléia, Epitaciolândia and Cruzeiro do Sul (AC) and Boa Vista-Pacaraima and Bonfim (RR).
