Partnership with BRICS Bank targets BRL 2.7 billion for infrastructure, logistics

An agreement on new financing lines to boost transport and logistics infrastructure projects under the Novo PAC [New Growth Acceleration Program] in Brazil’s North, Central-West, and Northeast regions was the main topic discussed by Minister of Integration and Regional Development (MIDR) Waldez Góes during a meeting on Thursday, August 14, in Shanghai with President of the New Development Bank (NDB) Dilma Rousseff.
The meeting was crucial to strengthening cooperation with the BRICS Bank in the strategy to raise funds for Regional Development Funds. On the occasion, MIDR representatives presented a portfolio of projects to be financed by the multilateral organization’s USD 500 million (BRL 2.7 billion) loan and discussed the requirements for launching new credit lines under the Funds.
Minister Waldez Góes emphasized that the negotiation process has been conducted carefully between the parties, enabling a solid partnership with tangible impacts on Brazil’s regional development. “We believe these projects address structural challenges and will help expand territorial inclusion, water security, and infrastructure. We remain available to continue the technical dialogue and advance the joint development of financial solutions that strengthen Brazil’s capacity to face its territorial and climate challenges,” he stressed.
The prioritization of projects related to the ecological transformation plan and the energy transition was one of the points highlighted by Dilma Rousseff during the meeting. “We are fundamentally discussing how to bring logistics infrastructure, ports, terminals, and highways to the North, Northeast, and Central-West regions, ensuring a just energy transition through the adoption of alternative energy sources, including the use of biofuels, and smart cities,” stated the president of the New Development Bank.
MEETING WITH BRICS BANK — Leading the fundraising strategy, which currently already includes partnerships with four multilateral organizations, Brazil’s National Secretary of Funds and Financial Instruments, Eduardo Tavares, explained that the portfolio presented to the NDB was developed based on a joint mapping with the PAC Special Secretariat. “We worked with the Chief of Staff of the Presidency of the Republic to identify eligible initiatives within the bank’s guidelines, focusing on logistics, transport, and sustainability, with an emphasis on the Amazon. These include road concessions, railway terminals (such as those of Transnordestina, Fico, and Fiol), waterways, and ports,” he detailed. “It was important to identify the opportunity for contributions to the Development Funds as a strategy to support the PAC,” Tavares added.
The Secretary also emphasized that the goal is to accelerate the selection of the most strategic projects, allowing new financing lines to be announced already in the second half of 2025, in alignment with the COP 30 agenda.
FUNDRAISING — Brazil’s National Secretariat of Funds and Financial Instruments has partnered with the French Development Agency (AFD), the Inter-American Development Bank, the World Bank, and the New Development Bank to jointly lead a fundraising strategy that has already reached USD 1.833 billion in negotiations. The goal is to create new financing lines with these resources to be applied through the Development Funds in order to boost structural projects in Brazil.
This initiative is part of the Brazilian Government’s efforts to intensify bilateral relations with China, reinforcing strategic commercial partnerships and expanding investment opportunities in infrastructure, regional development, and innovation. The initiative helps integrate the Brazilian economy into global value chains and promotes sustainable growth, especially in the Amazon.
