Climate Fund approves BRL 11.2 billion in investments for 2025

The National Fund on Climate Change Steering Committee (Comitê Gestor do Fundo Nacional sobre Mudança do Clima/FNMC), or simply the Climate Fund, approved its Annual Resource Application Plan for 2025 on Tuesday (April 8). In total, BRL 11.2 billion will be invested in mitigation and adaptation projects that help protect the population from the effects of the climate emergency across the country. Of this sum, BRL 4.46 million will be invested by the Ministry of the Environment and Climate Change (Ministério do Meio Ambiente e Mudança do Clima/MMA) in non-reimbursable projects.
The reimbursable investments will be offered via several lines of financing, with credits from Brazil's National Development Bank (Banco Nacional de Desenvolvimento Econômico e Social/BNDES), ranging from resilient urban development to native forests and water resources, and including transport logistics, green mobility, green industry, energy transition and green services, and innovation.
“With these resources, the projects supported by the Fund will provide national sustainable development through projects that promote increased climate justice by means of reduced risks and social impacts, especially for the most vulnerable groups and those most susceptible to the impacts of climate change,” said MMA Executive Secretary and President of the Steering Committee João Paulo Capobianco.
PERIPHERIES — The theme of the call for proposals “Resilient Green Peripheries” (“Periferias Verdes Resilientes”) was also approved during the meeting, in a partnership between the ministries of the Environment (MMA) and Cities (Cidades). The total amount to be allocated to the call for proposals will be up to BRL 25 million.
These resources will be transferred to civil society organizations to support initiatives that promote inclusive adaptation of urban peripheries to climate change through nature-based solutions. The goal is to improve environmental quality in cities and enhance the well-being of their residents.
CLIMATE FUND — The Climate Fund was created by Law No. 12,114 of December 9, 2009, and amended by Law No. 13,800 of January 4, 2019. Its regulations are defined by Decree No. 9,578 of November 22, 2018, amended by Decree No. 10,143 of November 28, 2019, and by Decree No. 11,549 of June 5, 2023.
Connected to the Ministry of the Environment, the Climate Fund provides resources in two modalities: reimbursable and non-reimbursable. Reimbursable resources are administered by BNDES. Non-reimbursable resources are operated by MMA.
The Fund is administered by the Steering Committee, chaired by the MMA executive secretary and composed of 28 members, ministry representatives and other agencies. It includes broad participation from civil society organizations, which gave opinions and helped to develop the guidelines and purposes for financing the 2025 Annual Resource Application Plan.
The Committee is responsible for approving the plan, including the guidelines and priorities for the reimbursable modality, in addition to approving the calls for proposals and projects selected in the non-reimbursable modality.
