São Paulo, October 17, 2024 – Immigrants interested in investing in real estate in Brazil are granted facilitated access to residence permits in the Brazilian territory. The norm issued by the National Immigration Council (Conselho Nacional de Imigração / CNIG) was one of the themes taken by the Ministry of Justice and Public Security (Ministério da Justiça e Segurança Pública / MJSP) through its National Secretariat of Justice (Secretaria Nacional de Justiça / SENAJUS), for discussion during the Real Estate International Conference (Congresso Internacional do Mercado Imobiliário — CIMI360). The event occurred in São Paulo between Tuesday (15) and Thursday (17) this week.

The CNIG Normative Resolution (Resolução Normativa nº 36) stipulates that immigrants who purchase real estate with a minimum value of BRL 1 million will have their residence permits granted by the collegiate. The minimum required investment for properties in the Northern and Northeastern Regions must be BRL 700,000.

Jonatas Pabis, General Coordinator of Labor Immigration at the Ministry of Justice and Public Security (MJSP) and Executive Secretary of the Cnig, emphasized during the conference that migration can also be an essential tool for economic development. “We have several resolutions to attract investments through flexibility and facilitation within the migration framework. One of them is the real estate investor,” he said.

According to the Real Estate Market International Conference CEO, Heitor Kuser, the Ministry of Justice's participation was key to publicizing the norm. He stated that although 30% of realtors speak another language and 22% have done international business in the past years, very few are familiar with Normative Resolution No. 36. “When we mention the resolution, only a few people know what it is about,” he declared.

ABOUT CIMI360 – Conference participants included investors, clients, and entrepreneurs from various parts of the world, such as Europe, the Middle East, the United States, and Latin America. CIMI360 is widely recognized as the largest real estate market event in Latin America, with this edition registering the participation of over 20,000 people. The goal is to bolster national and international negotiations while offering a new perspective on the current real estate market.
