New CAPES transformative agreements
CAPES published, on April 30th, 2024, Ordinance number 120/2024, which define the payment rules of the Article Processing Charges (APC) for publications in open access. The initiative is part of the Scientific and Technological Information Dissemination Program (Padict), created in December of 2023, through the Ordinance number 275/2023.
The transformative agreements of Read and Publish Agreements are projected to facilitate the transition from signature access to the Open Access model. Through the agreements, the payment of the processing taxes for publishing the scientific articles of Brazilian authors happens from contracts signed by CAPES with international scientific publishing houses. The objective is to give visibility and promote the access to national scientific and technological production, besides reassuring the equality of opportunities among scientists and guaranteeing the disclosure of the quality research conducted in Brazil.
While choosing the open access, the article is going to be available for free, so that everyone can read, download and share.
In addition to other agreements previously disclosed with the publishing houses Institute of Electrical and Electronic Engineers (IEEE), American Chemical Society (ACS), Wiley e Royal Society Publishing (RSP), CAPES recently signed new contracts with the publishing houses Association for Computing Machinery (ACM), Springer and Elsevier.
ATTENTION
In order to expedite the approving of the publication, it is obligatory that the author have a valid ORCID identifier, registered in the platform https://meusdados.capes.gov.br/, at the section “Identifiers”. Besides that, other requirements are predicted in the article 10 of the Ordinance number 120/2024 and must be verified before the submission.

CURRENT AGREEMENTS
Springer Nature
The agreement benefits 435 eligible institutions, with unrestricted access to 1,763 journal titles. Of these, 1,738 are hybrid titles eligible for open-access publication.
Elsevier
The contract covers 434 eligible Brazilian institutions, which may submit articles for publication in 1,619 hybrid journals from the Freedom Collection.
Association for Computing Machinery (ACM)
Researchers may now access the webpage of the journal of interest to submit their articles.
Royal Society Publishing (RSP)
Users from 260 institutions have access for reading and publishing in ten journals from the oldest scientific academy with continuous existence: the RSP has been active without interruption since November 1660.
Wiley
Students, professors, and researchers from 434 institutions may consult more than one thousand scientific journals. The agreement also guarantees the academic community unlimited open-access article publication in Wiley’s hybrid journals.
Institute of Electrical and Electronic Engineers (IEEE)
Among the publisher’s titles available for submission, IEEE Access stands out as a journal with 100% open content and of significant interest to Brazilian researchers for publishing the results of their research.
American Chemical Society (ACS)
The agreement between CAPES and the ACS further expands the number of institutions that will have access to the publisher’s content in Brazil. The initiative aims to accelerate research not only by providing access to relevant journals in the field of Chemistry and related areas, but also by enabling Brazilian authors to increase the visibility of their research through open-access publication.
