IPRI Volunteer Researcher Program

The IPRI Volunteer Researcher Program (PPV), established by FUNAG Ordinance No.79 of December 15, 2023, aims to develop studies and research on international relations and Brazilian foreign policy, and to serve as an instrument for greater engagement with the academic community through three research lines:
- cooperation and topics on the international agenda;
- the crisis of multilateralism and global governance;
- Brazil and the world – Brazilian foreign policy.
The PPV–IPRI is grounded in Law No. 5.717 of October 26, 1971, and in DArticle 2 of Decree No 10.943, of January 24, 2022, which establishes that FUNAG’s purpose is to disseminate scientific knowledge and promote studies on Brazilian foreign policy. It is also part of the effort to strengthen FUNAG’s institutional capacity to foster academic research through greater interaction with academic institutions.
Within the Program, three research lines were created, with the theoretical framework developed by Professors Mônica Hirst, Monique Sochaczewski Goldfeld and João Daniel Lima de Almeida. The selected thematic areas comprise subjects of high relevance in academic and governmental forums, which may be analyzed from different perspectives such as bilateral and regional relations, the global agenda, or issues of governance in multilateral institutions. The Program also foresees the possibility of creating additional research lines as context and opportunity evolve.
In addition to the reference texts prepared by the three specialists, each research line has an accompanying list of bibliographic references consisting of publications by the Alexandre de Gusmão Foundation from 2014 to 2024. These titles are available for free download in the Digital Library. FUNAG publications prior to 2014 also constitute an important complementary reference and are likewise available in the Digital Library.
RESEARCH LINES
- COOPERATION AND TOPICS ON THE INTERNATIONAL AGENDA
Research on contemporary cooperation and international agenda issues. Priority topics include: new technologies in international relations, diversity, inequality, development, migration, combating hunger and poverty, the climate crisis, energy transition, geopolitics.

- THE CRISIS OF MULTILATERALISM AND GLOBAL GOVERNANCE
Research on topics related to multilateralism in international relations and issues of global governance. It prioritizes themes such as: the crisis of multilateralism, the reform of global governance bodies, the notion of non-indifference in international politics, South–South cooperation, BRICS, IBAS, variable-geometry arrangements, the United Nations, the G20, and international organizations.

BRAZIL AND THE WORLD – BRAZILIAN FOREIGN POLICY
Research on Brazil’s role in the world and its foreign policy. Priority themes include bilateral relations, South American and Latin American integration, Brazil’s strategic partnerships, and national and regional agendas in the face of new global challenges.
