Ethical guidelines
The Cadernos de Política Exterior are guided by transparency and integrity in the conduct of scientific production and adopt the ethical practices set out in the regulations of the Committee on Publication Ethics (COPE) and the Publishing Ethics Resource Kit (PERK/Elsevier), which provide guidance on the identification of plagiarism, bad practices, fraud or possible ethical deviations, in compliance with Law No. 9,610, of 19 February 1998, which regulates and consolidates legislation on copyright in Brazil.
For the purposes of this Ordinance, the following definitions apply:
I – plagiarism: the act of signing or presenting an intellectual work of any kind containing parts of a work that belongs to another person without giving credit to the original author;
II – duplication: presenting an intellectual work that has already been previously published in books or journals, in print or electronic format, except in conference proceedings;
III – research fraud: omission or manipulation of data in such a way as to induce the results of the research; calculation error; experimental error; and
IV – retraction: cases in which an article is retracted due to evidence of fraud, whether by data manipulation or by unintentional error; proven occurrence of plagiarism or duplication; and where the research is unethical.
a) Retraction is a public instrument to record and/or correct problems in a published article or to communicate its cancellation.
b) Retraction notices must state the reasons for the retraction and specify who is retracting the article. The notices must be published in the electronic and print versions of the journal and must include the title of the article and its authors.
c) The retracted article is not removed from the outlet in which it was originally published. In the HTML/XML version, only the message with the justification submitted by the editor will be published. The original PDF is kept, but with the retraction text added before the full original text. The file will contain watermark bars that prevent its use by making it difficult to read.
V – conflict of interest: there will be a conflict of interest if the reviewer knows or recognizes the author’s identity. In this case, the editor must be informed to ensure the validity of the double-blind review process.
§1 The editors will evaluate works submitted to Cadernos de Política Exterior with antiplagiarism software during the stages of the editorial process (from submission to final result), in order to identify cases of plagiarism and duplication.
§2 During the editorial process, if a situation of plagiarism, duplication or fraud is identified, it will be up to the editorial team to analyze the case and notify the author(s). Depending on the case, the institution where the research was carried out and the funding agency (if any) will also be notified. The editorial team may request the necessary changes or remove the work from the editorial process.
§3 After publication of the work, if there is a report that the work contains plagiarism, duplication or fraud, it will be up to the editorial team to analyze the report and, once confirmed, request a retraction from the authors.
The authors guarantee that the works do not contain any violation of copyright or any other rights of third parties, under the terms of Law No. 9,610, of 19 February 1998, and Decree-Law No. 2,848, of 7 December 1940.
Guidelines for article retraction:
Cadernos de Política Exterior consider the following as grounds for retraction of an article:
√ When there is evidence of fraud, whether due to misconduct (for example, data fabrication) or unintentional error (for example, calculation error or experimental error);
√ When there is plagiarism or duplication;
√ When it is a case of unethical research.
