O serviço de Cadastro de Credor permite que pessoas físicas e jurídicas possam se cadastrar para receber pagamentos do Estado. Isso inclui quem prestou serviços, vendeu bens, tem valores a restituir ou é bolsista (estagiário). Servidores públicos também devem se cadastrar para receber diárias, ajuda de custo e suprimento de fundos. O cadastro é regulamentado pela Instrução Normativa Sefaz/Diconge Nº 01, de 02 de agosto de 2021.
