Brazil and Mexico Sign Framework Agreement for Agricultural Cooperation

Partnership focuses on food security, animal and plant health, innovation, and expanded trade opportunities

MEXICO MISSION

As part of the Brazilian official mission to Mexico led by Vice President and Minister of Development, Industry, Trade and Services, Geraldo Alckmin, Brazil’s Minister of Agriculture and Livestock, Carlos Fávaro, met with Mexico’s Secretary of Agriculture and Rural Development (Sader), Julio Antonio Berdegué Sacristán. 

During the meeting on Wednesday (27), the two ministers signed a Memorandum of Understanding (MoU) establishing a legal framework for cooperation between Brazil’s Ministry of Agriculture and Livestock (Mapa) and Sader. The agreement covers key areas of mutual interest, including agricultural and livestock production, technical assistance for small and medium-sized producers, food security, animal and plant health, research and technological innovation, rural financing and insurance, as well as mechanisms to facilitate agricultural trade. 

Under the MoU, both countries will exchange information, technologies, and best practices, in addition to conducting technical visits and strategic initiatives to strengthen bilateral trade. A joint working group will be created, bringing together technical representatives from both sides to identify common priorities and implement a shared Work Plan. 

Advancing Bilateral Trade 

Beyond the signing of the MoU, the meeting also advanced trade relations between Brazil and Mexico. Minister Fávaro emphasized the importance of the partnership and reaffirmed Brazil’s commitment to cattle traceability. 

“The long-awaited opening of the Mexican market for Brazilian beef and pork has already delivered highly positive results. After the consolidation of this access, private companies began closing deals, resulting in an increase of around 250% in beef exports in just two years and eight months. In the same period, pork exports rose by 95% and poultry by 14%. These gains benefit not only Brazil but also Mexico, which, as part of its program to combat food inflation, now has access to high-quality Brazilian meats,” Fávaro stated. 

Secretary Julio Berdegué reaffirmed Mexico’s commitment to adopting a regionalization protocol within 10 days of any potential detection of avian influenza, ensuring continuity in Brazilian poultry exports. 

He also highlighted that President Claudia Sheinbaum instructed him to learn from Brazil’s successful experience in fighting hunger and poverty, which led to the country’s removal from the UN Hunger Map. 

Vice President Geraldo Alckmin praised the measure and underscored the progress in strengthening bilateral cooperation. 

Negotiations also advanced on Brazilian imports of Mexican peaches and the expansion of Mexico’s market for Brazilian tuna. 

The meeting, held at Mexico’s Ministry of Foreign Affairs on Wednesday afternoon (27), was also attended by Brazil’s Minister of Planning and Budget, Simone Tebet; ApexBrasil President, Jorge Viana; Ambassadors Francisco Canabrava and Celso de Tarso; MAPA’s Secretary of Trade and International Relations, Luis Rua; and Brazil’s Agricultural Attaché in Mexico, Adriane Cruvinel.
