Ethical guidelines
IPRI Policy Briefs is guided by transparency and integrity in the conduct of scientific production and adopts the ethical standards set forth in the regulations of the Committee on Publication Ethics (COPE) and Elsevier’s Publishing Ethics Resource Kit (PERK), which provide guidance for identifying plagiarism, malpractice, fraud, or possible ethical misconduct, in accordance with Brazilian Copyright Law (Law No. 9,610 of February 19, 1998).
The following definitions apply:
I- plagiarism: the act of signing or presenting an intellectual work of any nature containing parts of another person’s work without giving proper credit to the original author;
II- duplication: presenting an intellectual work that has already been published in books or journals, in print or electronic format, except for conference proceedings;
III- research fraud: omission or manipulation of data in order to mislead research results; calculation error; or experimental error; and
IV- retraction: applicable in cases where there is evidence of fraud, whether due to data manipulation or unintentional error; confirmed cases of plagiarism or duplication; or when the research is deemed unethical.
a) Retraction is a public instrument used to record and/or correct problems in a published article or to communicate its withdrawal.
b) Retraction notices must state the reasons for the retraction and specify who is retracting the article. Such notices must be published in both the electronic and print versions of the journal and must include the article title and the respective authors.
c) Retracted articles are not removed from the original publication. In the HTML/XML version, only the notice containing the editor’s justification will be displayed. The original PDF is retained, but with the retraction notice inserted before the full original text. The file will contain watermark markings that prevent its proper use and hinder readability.
§1 Editors will evaluate submitted works throughout all stages of the editorial process (from submission to final decision) in order to identify cases of plagiarism and duplication.
§2 If plagiarism, duplication, or fraud is identified during the editorial process, the editorial team will analyze the case and notify the author(s). Depending on the case, the institution where the research was conducted and the funding agency (if applicable) will also be notified. The editorial team may request necessary revisions or remove the work from the editorial process.
§3 After publication, if there is a report that the work contains plagiarism, duplication, or fraud, the editorial team will investigate the claim and, if confirmed, will request a retraction from the authors.
The authors guarantee that their works do not contain any violation of copyright or other third-party rights, in accordance with Law No. 9,610 of February 19, 1998, and Decree-Law No. 2,848 of December 7, 1940.
Guidelines for Article Retraction
IPRI Policy Briefs considers the following cases for article retraction:
√ When there is evidence of fraud, whether due to misconduct (for example, data fabrication) or unintentional error (for example, calculation or experimental error);
√When there is plagiarism or duplication;
√ When the research is unethical.
