Applications for PEC-G 2026 are now closed.
The selection process normally takes place once a year, between June and August.

While some rules may change slightly from year to year, most of them usually remain the same. Therefore, we recommend that you use the information on this page as a reference and study guide for your future application.
PEC-G and PEC-PLE 2026 Selection Process
📌 Important Notice
Please note that the PEC-G is not a scholarship in the traditional sense. Most of the hundreds of places offered are from Brazilian public universities, which are tuition-free for all students, including foreigners.
Some universities may offer their own institutional support scholarships, such as housing or meal assistance, but this varies from one institution to another. Candidates are therefore encouraged to research each university individually to verify what kind of support may be available.
1. General Information

There is no fee to apply for the PEC-G Programme.

You do not need intermediaries or third-party services to apply.
-
All communication must be made directly with the Brazilian Embassy of Brazil in Windhoek via email: education.windhoek@itamaraty.gov.br.

4. Who Can Apply
To be eligible, you must:
-
Be a national of a PEC-G partner country
-
Reside outside Brazil
-
Not be Brazilian or have Brazilian parents
-
Not hold any type of Brazilian residence or visa (except tourist)
-
Be at least 18 years old on the date specified in the Call
-
Have completed (or be about to complete) secondary education outside Brazil
-
Have an overall average of at least 60% in secondary school
-
Have financial sponsors who can send you living funds
-
Commit to returning to your home country after graduation
-
Meet the Portuguese language requirements (see below)
Portuguese Language Requirements
Case 1: Studied Portuguese throughout secondary school
You must present one of the following:
-
Celpe-Bras certificate;
-
Certificate from Instituto Guimarães Rosa (intermediate level); or
-
Final Portuguese subject average of at least 65% (13/20).
Case 2: Did not study Portuguese as an official subject
You must present:
-
Celpe-Bras certificate; or
-
Instituto Guimarães Rosa intermediate certificate.
Case 3: No certificate + did not study Portuguese
You must:
-
Have at least 60% average in your official school language; and
-
Apply for both PEC-PLE and PEC-G.
In this case, your first year will be dedicated to studying Portuguese in Brazil. After obtaining Celpe-Bras, you may begin your undergraduate studies.

5.1 University Selection for PEC-PLE
Candidates who do not meet the Portuguese language requirements will be considered for PEC-PLE, the Portuguese-language preparatory programme offered in Brazil before they can begin their undergraduate studies.
To be considered for PEC-PLE, you must select two universities from the list below:

✅ Important: Choose universities that accept students who do not yet speak Portuguese. These are the ones that list any of the following in the “idiomas aceitos” (languages accepted) column:

“inglês” (English)

“africâner” (Afrikaans) – if you are fluent in it

or “qualquer idioma” (any language)
You are encouraged to research the institutions individually to check for details about their programmes and any support services they may offer.
5.2 Undergraduate Course Selection (Post-PEC-PLE)
In addition to choosing universities for the PEC-PLE, you must also select two undergraduate courses that you intend to pursue after successfully completing the Portuguese-language course.

6. How to Apply
Step-by-step instructions:

Read the Call for Applications and Programme Regulations carefully.

Complete the online pre-registration form.
-
Research your options and choose:
-
TWO undergraduate courses from the PEC-G vacancies list.

If applying for PEC-PLE (Portuguese language course prior to undergraduate study), also choose TWO universities that offer the programme to non-Portuguese speakers.

Submit digital copies of all required documents to: education.windhoek@itamaraty.gov.br. Don't forget to inform your 2 choices of universities for the PLE programme and 2 choices of undergraduate courses + universities.
⚠️ All copies must be notarised by a Namibian notary public or the Namibian Police.

7. Required Documents
Please submit originals and certified copies of the following:
A. Secondary School Certificate
-
Final certificate OR school letter stating that you will complete your studies by the end of 2025.
B. Complete School Transcript
-
Must show annual subjects and grades.
C. Your Birth Certificate and ID
D. Mother's Birth Certificate and ID
E. Father's Birth Certificate and ID
-
These documents must show place and date of birth and full names of both parents.
F. Medical Certificate issued in 2025
-
Must state whether you are fit to study abroad.
-
Include any chronic illnesses, medications, disabilities, or special needs.
There is no official template for the medical certificate.
✅ It must be typed, on letterhead paper or stamped and signed by the clinic.
✅ The certificate should simply state:

Your current health condition;
-
Whether you are in good health or have any specific medical needs.
💡 This information does not affect eligibility. It is only used to help the university prepare for special support, such as for diabetes or mobility needs.
G. Financial Responsibility Agreement (TRF) – in Portuguese
This must be completed and signed by your sponsor.
Use the correct version:
If your sponsor is an individual (e.g. parent or guardian):
If your sponsor is a legal entity (e.g. government or organisation):
📌 Must be signed and notarised by the Namibian Police or a Notary Public.
📌 If issued outside Namibia, it must be apostilled or legalised:
📌 One TRF is required for each sponsor (if more than one).

The financial sponsor residing outside the candidate’s country of origin may send scanned copies of documents 7, 8, and 9 (TRF, proof of income, and a copy of an official photo ID with signature) to the Embassy of Brazil in Windhoek. In such case, the sponsor must also send the physical documents (original TRF, proof of income, and copy of the official identification document with photo and signature) by mail to the following address:

H. Proof of Income from Sponsor(s)
Only waived if your sponsor is a public institution.
✅ Submit bank statements and/or pay slips showing sufficient monthly income.
💰 Minimum monthly support:

~USD 300 for most cities
-
~USD 500 for large cities (e.g. São Paulo, Rio de Janeiro, Brasília, Belo Horizonte, Curitiba, Florianópolis, Porto Alegre)
I. Sponsor’s ID

A copy of a valid ID with photo and signature is required.
J. Affidavit of Commitment (TCI)
Must be filled out in Portuguese and signed by the applicant.
K. Portuguese Language Proof (only for PEC-G-only applicants)
✅ Submit at least one of the following:

Celpe-Bras certificate, or
-
Instituto Guimarães Rosa certificate, or
-
School records showing ≥65% in Portuguese.
📌 This is not required if you are applying for both PEC-G and PEC-PLE.
Document Languages
Documents must be in Portuguese, English, French, or Spanish.
If not, include a simple translation into one of those languages.
Financial Requirements – Summary
📌 PEC-G covers tuition only. It is not a full scholarship.
You are responsible for:

8. Preliminary Results (PEC-G and PEC-PLE 2026)
📢 Congratulations to the selected candidates from Namibia!
The preliminary results of the PEC-G (Undergraduate) and PEC-PLE (Portuguese as a Foreign Language) 2026 selection process have been published by the Division of Educational Cooperation (DCE) of the Brazilian Ministry of Foreign Affairs.

Instructions for Selected Candidates
All candidates selected in the preliminary results must inform whether they accept the offered place or wish to request a change within the official period established by the Ministry of Foreign Affairs:
📅 27 October – 7 November 2025 (Brasília time)
The Embassy will contact each selected candidate individually to confirm their choice, which must be registered in the official SISPEC system. You may also contact the embassy at education.windhoek@itamaraty.gov.br.
Candidates who do not respond within the deadline will be considered to have withdrawn from the programme and will be excluded from the final results.
You must choose one of the four options below:
1️⃣ Accept the offered place
→ You confirm the place exactly as allocated in the preliminary results.
→ The place will be confirmed in the final results.
→ No later changes will be possible.
2️⃣ Decline the offer and withdraw
→ You do not wish to join PEC-G or PEC-PLE 2026.
→ You will not appear in the final results but may apply again in future editions.
→ Please inform your reason for withdrawal when contacted by the Embassy.
3️⃣ Request a different (remaining) place
→ You may apply for a vacant place listed in the “Remaining Vacancies” spreadsheet:
→ Note: some universities have reached their maximum number of students and cannot accept more candidates: IFSP, PUC Minas, PUC-SP, UEPB, UFBA, UFC, UFF, UFMS, UFPA, UFPB, UFRGS, UFRRJ, UFSC, UNAERP, UNAMA, UnB, UNICENTRO, UNIFESSPA and UNISAGRADO.
→ Reallocation will only occur if space becomes available; otherwise, your original place will remain valid.
4️⃣ Join the waiting list
→ You may choose a course currently assigned to another candidate.
→ If the original candidate withdraws, you may be reallocated to that place.
→ Waiting lists remain valid even after the final results are published.
Further guidance will be issued later regarding visa procedures for selected candidates after the final results are released.
