Public Notice – Bidding Process for Visa Application Center Services – Republishing of the Notice of Bidding and its Annexes
With regard to bidding process nº 05/2025, which aims to select a company to operate centers for receiving and processing visa applications in mainland China and to develop and manage a system for electronic visit visas, and acting under item 4 of the original Notice of Bidding, as published on the official website of the Embassy of Brazil on August 4th, 2025, the Special Bidding Committee has decided to republish the Notice of Bidding, with amendments, and reschedule the deadline for submissions (see below).
The Special Bidding Committee informs that amendments were made to item 7.3 of the Notice of Bidding; item 4.1.3 of Annex I; and Clause 10.7 of Annex VII.
Submission of Bids:
- New deadline for submission: Until 18:00 (China Standard Time) on September 16, 2025, if sent by email.
- Email: admin.beijing@itamaraty.gov.br
- In-person delivery: September 17, 2025, at 10:00 (China Standard Time), at the Embassy of Brazil in Beijing (27 Guanghua Lu – Chaoyang District, Beijing – 100600).
Bids must include two separate sets of documents: (i) Financial Proposal and (ii) Qualification Documents. These must be submitted in sealed envelopes or in two separate compressed (.zip or .rar) files if sent by email.
Public Opening Session:
- Date and time: September 17, 2025, at 10:00 (China Standard Time)
- Location: Embassy of Brazil in Beijing
- Bidders' presence is optional.
Main Selection Criterion: Lowest price, under a unitary price contract model, subject to qualification requirements.

招标公告 – 签证申请中心服务招标程序 – 现重新发布招标公告及附件
第05/2025号招标项目旨在公开遴选一家公司，负责运营中国大陆境内的签证受理中心，并开发和管理电子访问签证系统。根据2025年8月4日发布于巴西大使馆官网的招标公告下第4条，招标工作委员会现决定重新发布修订版招标公告，并修改投标截止日期（详见下方）。
招标工作委员会兹告知，招标公告第7.3条、附件一第4.1.3条、附件七第10.7款已作修订。
投标文件提交：

- 现场提交截止时间：2025年9月17日 10:00（中国标准时间）

投标文件须包含两套独立文件：（1）报价文件；（2）资质证明。现场递交时，投标人应将上述文件分别密封提交；若通过电子邮件提交，则须分为两个独立压缩文件（.zip或.rar格式）发送。
公开开标环节：
- 日期及时间：中国标准时间2025年9月17日 10:00（中国标准时间）
- 地点：巴西驻华大使馆
- 投标人可自行选择是否到场
主要评标标准：在满足资质要求的前提下，采用单价合同模式，以最低报价为选定依据。
