Authorization for a minor to travel (AVM)
General Information
- The Authorization for Minor’s Travel (AMT) is mandatory for Brazilian minors, residing in Brazil or abroad, when traveling outside Brazil unaccompanied, accompanied by only one parent, or accompanied by third parties.
- The AMT is only required by the Federal Police (PF) at the time of the minor’s departure from Brazilian territory. There is no requirement for authorization for minors to enter Brazil.
- The travel authorization shall be given by parents, guardians, or legal custodians, as applicable, and must include its validity period. If omitted, the authorization is considered valid for 2 (two) years.
- The AMT is mandatory even if the Brazilian minor has another nationality and is traveling with a foreign passport.
- The AMT will be required even if the parent(s) who will not accompany the minor are present at the time of check-in or boarding.
- If one or both parents are deceased, this fact must be proven by presenting the corresponding death certificate (original or certified copy). A simple copy of the document, provided by the applicant, will be retained by the PF.
- The AMT will be issued in 2 (two) copies, one of which will be retained by the PF together with a copy of the minor’s identification document and the custody or guardianship order, if applicable, all provided by the applicant.
- Unless expressly stated otherwise, international travel authorizations covered by CNJ Resolution No. 131 do not constitute authorization for the permanent residence of the minor abroad.
- The issuance of the AMT is a free service.

Brazilian parents: - Brazilian passport, even if expired; or - Identity card (RG); or - Professional ID issued by a public agency or professional regulatory body, provided it is recognized by federal law as a valid identity document nationwide; or - Driver’s license (CNH), even if expired, issued by DETRAN; - Work and Social Security Card (CTPS); or - Digital identification document provided it is recognized by federal law as valid nationwide. Foreign parents: - National Migration Registration Card (RNM), valid. (The document serves to prove the residence of the foreign parent in Brazil. If the foreign parent authorizing the trip does not have a valid RNM, the authorization for minor’s travel must be issued through the [Declaration of Authorization for Minor’s Travel Abroad].) Alternatives to Authorization for Minor’s Travel
- The travel authorization may also be issued by Public Deed.
- If one parent is a foreigner not residing in Brazil, i.e., without a valid visa or RNM, the authorization for minor’s travel must be issued through the [Declaration of Authorization for Minor’s Travel Abroad].
- In the case of a child or adolescent leaving Brazil for the first time in the company of the adoptive parent(s) after international adoption, a judicial order with travel authorization issued under §9, art. 52, of the ECA must be presented to the Federal Police at the time of immigration control.
- The AMT may be replaced by [authorization for travel recorded in the minor’s passport], upon request of the parents or legal guardians at the time of applying for the travel document. Such authorization is not the same as the [authorization for issuance of a minor’s passport].
- For Brazilian children or adolescents residing abroad, the presentation of the AMT at the time of departure from Brazil may be replaced by a Residence Certificate Abroad for Minors issued by a Brazilian consular office within the last 2 (two) years.
- If the minor is accompanied by a foreigner residing or domiciled abroad who is not their parent, even if authorization from both parents is presented, only judicial authorization will be accepted at the time of departure from Brazil, as provided in art. 3 of CNJ Resolution No. 131/11.
- In all cases, the AMT may be replaced by judicial authorization.
Processing Time
Up to 7 business days after the request is received at the Embassy of Brazil in Lusaka.
