TEMPORARY VISA III - Humanitarian
A) General Rules
Based on Interministerial Ordinance nº. 9, dated on 8th of October 2019, and specific instructions from the Brazilian Ministry of Foreign Affairs, the Embassy of Brazil in Syria announces the granting of humanitarian visas, an initiative aimed at supporting those who have been affected by the conflict in the country.
• This visa is especially intended for those who were forced to leave their homes or cities during the years of conflict and find themselves in a fragile situation.
• The Humanitarian Visa is completely different from the political asylum visa and is not linked to ethnic or geographic criteria.
• Please note that the Brazilian government does not provide airfare or accommodation, so it is essential that applicants are prepared to cover these costs for themselves and their families.
• The decision to grant or deny the humanitarian visa will be entirely the responsibility of the Brazilian immigration authorities.
• Approved applicants will be able to settle permanently in Brazil.
• Requesting an appointment for submitting the documents is done by using the following online form (Book for one time only - multiple bookings will be ignored ), after completing all the requirements mentioned below.
• Visa validity period: Up to 90 days.
• The humanitarian visa is free.
Appointments must be made by the applicants themselves using the form available on our website. Please note that the embassy does not work with any office offering visa services.
b) Required Documents
The original documents listed below must be presented.
All supporting documents issued in Syria must be certified by the Ministry of Foreign Affairs and Expatriates and translated into English, Portuguese, Spanish, or French by a sworn translator. Click here for detailed guidance.

It is very important to fill in the parents' full names, as displayed in the applicant's birth certificate. Please note: the Consulate will only accept applications in which the required documents listed on this table have been uploaded to the form. |

Police check (mandatory) |
Police checks are valid for up to 3 months from the date of issue. Please note: if the applicant has lived in multiple countries within the last 12 months, police check from each country of residence must be provided. They must also be duly legalized (contain an apostille) by the competent authority in the issuing country and, if necessary, translated by a certified translator or declaration of absence of criminal records. |

Hardcopy of the inbound ticket to Brazil (mandatory) |
The applicant must submit either a booking confirmation (paid ticket or e-ticket) or a booking reservation (or letter from a travel agent on the applicant's behalf), containing the complete itinerary, flight numbers and arrival / departure dates. |

Original full birth certificate |
In the absence of the full birth certificate, the applicant may submit another official document that contains the parents’ full names. |

The document must be legalized by the Ministry of Foreign Affairs and Expatriates and translated by sworn translator. |

C) Procedures upon arrival in Brazil:
• Upon obtaining a visa, one must register at the nearest Federal Police station within 90 days of their first entry into Brazil.
• All immigrants under VITEM III visa are entitled to a work permit, which is a legal authorization to work legally in Brazil.
• Temporary residence for humanitarian asylum resulting from registration will be valid for two years.
• Immigrants may apply for an indefinite residence permit, they should report to a Federal Police unit within ninety days before the expiration of the two-year period stipulated in the sole paragraph of Article 4 of Ministerial Decree 9, dated October 8, 2019, provided that:
a. They have not been absent from Brazil for more than ninety days each year.
b. They have entered and left the country legally.
c. They have no criminal record in Brazil;
d. Proof of income.
• Humanitarian asylum is considered void if the applicant leaves Brazil, or if residence in another country is proven.
• Immigrants benefiting from a humanitarian visa are exempt from the fees and costs required to obtain the visa, registration, and residence permit, in accordance with Article 4 of Article 312 of Decree No. 9199 of 2017.
