The Coordination for the Improvement of Higher Education Personnel (CAPES) of Brazil has announced the opening of the selection process for the Postgraduate Student Agreement Programme (PEC-PG) for admission in 2026.
The PEC-PG programme offers, foreign students from countries which have signed Educational Cooperation Agreements with Brazil, scholarships in Brazilian public universities in a wide range of studies. There are no tuition fees; however, students will have to make arrangements to cover their living expenses while in Brazil. All courses are taught in Portuguese; therefore, candidates must demonstrate Portuguese language proficiency to enter the programme. One way is to obtain a Celpe-Bras certificate, the official Brazilian Portuguese proficiency exam. The candidate must spend the first year in Brazil taking a free Portuguese language and Brazilian culture course to earn the Celpe-Bras certificate. The exams are held in several countries, including Brazil.
Scholarship recipients will be entitled to the following benefits:
I - a monthly stipend, paid by CAPES, of R$2,100.00 for a full master's degree (up to 24 months) and R$3,100.00 for a full doctorate (up to 48 months) and sandwich doctorate (6 to 10 months);
II - assistance for the acquisition of mandatory health insurance, paid by CAPES, in the amount of R$400.00 per month and for the same duration as indicated in the item above for each scholarship modality; and
III - return assistance, paid by the Brazilian Ministry of Foreign Affairs, subject to budgetary availability, to the country where the scholarship recipient registered for the PEC-PG program. The amount of the return assistance varies according to the scholarship recipient's country.
Furthermore, PEC-PG students will have guaranteed access to the services of the Unified Health System (SUS) throughout the national territory, on an equal basis with Brazilians, without discrimination based on nationality and immigration status. This right does not exempt the scholarship recipient from the obligation to provide supplementary health insurance mentioned in item II above.
The selection process will follow different deadlines for applications to full postgraduate programs and sandwich doctoral programs. The full schedule is available in item 7 of the Notice. The main dates are as follows:
I - For full master's and full doctoral degrees:
- Publication by CAPES of the list of available positions: by August 13, 2025.
- Application registration: from August 14 to 5 p.m. (Brasília time) on September 29, 2025.
- Approval of application selection by HEIs: from October 23 to 30, 2025.
- Document review by CAPES (preliminary result): by November 13, 2025.
- Period for applicants to file an appeal: 3 (three) business days after document review. - Publication of final results: by November 14, 2025.
- Start of studies in Brazil: first semester of 2026.
II - For sandwich doctoral programs:
- Publication by CAPES of the list of available positions: by September 30, 2025.
- Application registration: by October 1st and 5:00 p.m. (Brasília time) on December 30, 2025.
- Approval of selection of applications by HEIs: from March 30 to April 3, 2026.
- Document analysis by CAPES (preliminary result): by April 24, 2026.
- Period for filing appeals by candidates: 3 (three) business days after document analysis.
- Publication of final results: by April 30, 2026.
- Start of studies in Brazil: August 2026.

One of the registration requirements for PEC-G graduates, as well as candidates who have received a scholarship from a Brazilian funding agency to pursue an undergraduate degree in Brazil must have remained in their country of origin or residence for at least two years after obtaining their Brazilian degree. The same condition applies to candidates who have received a scholarship from a Brazilian funding agency to pursue a master's degree in Brazil, which includes former PEC-PG master's scholarship recipients.
