Welcome to the Consular Section of the Brazilian Embassy in Baghdad
The Consular Section of the Embassy provides assistance, issues documents and performs notarial acts to Brazilian citizens residents or transit in Iraq. It also provides information and grants visas to Iraqi and other countries’ citizens wishing to go to Brazil. It also performs notarial acts to Iraqi citizens within the limits established by Brazilian legislation, the Iraqi legislation and the relevant international agreements.
In this section you will find information about several consular services provided by the Brazilian Embassy in Baghdad and will have access to explanations of each. The forms for each service are also available. Just access them, fill in the blanks, print, sign and bring them to the Embassy, along with other required documents for each service. These forms can also be obtained and fulfilled at the Embassy.

Visas
In order to expedite the processing work on visa and passport requests, eliminating one of the most time-consuming jobs in the Brazilian Consulates, as from August 24th, 2015, applicants for visas and passports should submit beforehand the photo, signature and documents required when filling the electronic form in the Embassy’s website. Therefore, from that date on, the applicants will be responsible for uploading digital files of all requirements. The original documents should be presented in the Embassies and Consulates when the request is submitted.
General Requirements
• If you are an Iraqi citizen, you are required to obtain a visa on your passport prior to entering Brazil. If you are not Iraqi, you can check if citizens of your country are exempted from visa by clicking here.
• If you are Brazilian, you should enter and leave Brazil on your Brazilian passport, without the need for a visa.
• The Embassy of Brazil in Baghdad is enabled to issue Diplomatic, Official, Business, Tourist and Work visas. Requirement of visas to attend the major events that will take place in Brazil in the coming years will be examined individually by the consular authority. For instructions on special types of visas, consult the Consular Section of the Embassy through e-mail (consular.bagda@itamaraty.gov.br) or by phone (0780 499 0370).
• All applicants under 18 years of age must provide a notarized letter of consent signed by both parents or legal guardian authorizing the Consular Section to issue a visa, as well as a copy of the minor's birth certificate.
• The passport presented at the Consular Section of the Embassy of Brazil with your visa application must be valid for at least another 6 months and must have at least one blank visa page available. Make sure you have signed your passport before presenting your application.
• The visa fee must be paid in United States Dollar (USD) directly in the Consular Section of the Embassy.
• Applications and other documents sent by mail will be returned unprocessed.
• Plan your visa application in advance, as it takes the Consular Section up to two weeks to issue a visa. Longer periods may apply, especially during the summer and holidays. There are no rush or emergency fees.
• Visa applications are received at the Consular Section every business day from 9 am to 1 pm, by appointment. Please schedule an appointment by sending a request to consular.bagda@itamaraty.gov.br. The consular agent will send you the date and time your passport will be received at the Consular Section.
• If your passport expires, but your Brazilian visa in it is still valid, you can get a new passport (from the authorities of your country) and carry both the new (valid) passport and the old one (with the visa) when you travel to Brazil.
• Processing time: Once the application has been received at the Consular Section, if all documents are complete and in order, the Consulate does its best to return it to the applicant in up to two weeks. Therefore, do not wait until the last minute to send your application. If you have urgency, please schedule an appointment and come in person to the Consular Section. The Consulate recalls that it does not accept requests for urgent applications from expediters nor for services sent by mail.
Business Visa
Schedule an appointment by sending a request to consular.bagda@itamaraty.gov.br or calling 0780 499 0370. The consular agent will send you the date and time your passport will be received at the Consular Section. On the day of your appointment bring to the Consular Section the following documents:
- Passport valid for a minimum of six (6) months from date of intended arrival in Brazil;
- “Visa Application Form” (one per applicant), filled out online. Please make sure you have filled all fields in the form. Once completed, print the form, sign and date it, and attach your passport size photo. Photo must be recent (less than 6 months); vending machine prints and tinted photographs are not accepted. Applicants under 18 years of age must have the form signed by parents or guardians. For additional requirements for minors please see below;
- Round trip ticket (must be a confirmed reservation; itineraries will not be accepted);
- Proof of having financial means consistent with the status of international tourist, such as a bank statement, or pay-stub, or letter from employer, or credit card statement, etc.;
- A letter on the company letterhead addressed to the Consular Section of the Embassy of Brazil, signed by an authorized representative (other than the candidate for the visa), stating the applicant's position, the specific nature of business in Brazil, itinerary, business contacts, dates of arrival and departure in and from Brazil, and that the company assumes full financial responsibility for the applicant’s sojourn in Brazil.
Validity: Business visas are usually valid for a period of 90 days from the date of arrival in Brazil. An extension for an additional period of 90 days may be requested to immigration authorities in Brazil, prior to the expiration of the first 90 days.
Applicants Under 18 Years Of Age Must Present:
a. Birth Certificate (please bring original and photocopy), in English or Portuguese, with names of parents;
b. Proof of parents’ country of birth and nationality;
c. Parents' authorization giving permission for issuance of the visa to the minor. Attention: if both parents come to the Consular Section, they must sign the authorization before a Consulate officer. If not, their signature must be notarized.
d. For children between 3 months and 6 years of age, a certificate of vaccination against polio, stating kind and dosages of vaccine, is also necessary.
The following situations must be checked with the Consular Section before applying for visa:
a. Children of Brazilians citizens born outside Brazil;
b. Children born in Brazil to foreign parents; and
c. Brazilian citizens who acquired another nationality by naturalization.

These values are charged based on reciprocity. Brazilian passport holders traveling to Iraq pay proportional values for equivalent visas.
Work Visa
The sponsor institution in Brazil must submit an application to the Ministry of Labor in Brazil at the following address:

Once the Ministry of Labor in Brazil approves the work contract, the Ministry of Foreign Relations will authorize the Consulate to process the visa.
After the approval, schedule an appointment by sending a request to consular.bagda@itamaraty.gov.br. The consular agent will send you the date and time your passport will be received at the Consular Section. On the day of your appointment bring to the Consular Section the following documents:
1. One Visa Application Form per applicant, completely filled out online, then printed, dated and signed by the passport holder or his/her parents/guardians. Application forms are available here, under "visa request";
2. Your passport, signed and valid for at least 6 months, with at least one blank visa page available;
3. A copy of the Iraq document for foreign residents and/or a valid visa or document to return from Brazil;
4. One recent 2" x 2" passport photo, front view, white background;
5. A copy of a round-trip ticket or a booked itinerary showing travel to and from Brazil, confirming purchase of the ticket and passenger’s name, itinerary, flight number and arrival/departure dates;
6. Certificate of good conduct, from the state of your current address, certifying no criminal record;
7. Proof of financial capability during stay in Brazil (i.e. certified copy of bank or credit card statement, copy of savings certificate, or letter from the employer or Institution that granted scholarship assuming responsibility for the applicant’s entry, stay and exit from Brazil, as well as his dependents, if applicable);
8. Letter from employer or institution claimant explaining the reason for travel;
Please note that all work visas must be previously authorized by the Brazilian Department of Labor, including those for:
• A professor, technician, researcher or scientist, holding an employment contract with a Brazilian organization or corporation;
• Professional traveling to provide a service to the Brazilian Government, under a contract or an international agreement to which Brazil is a party;
• Professional training, with no employment contract, immediately after completion of a technical or university course;
• A teacher, for training in teaching foreign languages, not receiving compensation from a Brazilian source;
• Employee of a foreign company, as trainee at subsidiary or branch, provided that he is paid abroad by the foreign company;
• A professional traveling to provide technical assistance or technology transfer, under a contract or cooperation agreement between a foreign company and a Brazilian company;
• A professional athlete with an employment contract in Brazil;
• An employee of a transnational economic group with headquarters in Brazil, traveling to Brazil to perform technical, operational or administrative services, with no employment contract, for the purpose of training and assimilation of corporate culture and management methodology of its headquarters in Brazil;
• Crew member of a foreign fishing vessel operating in Brazilian waters, without employment in Brazil.
Additional documents required for minors under age 18:
• Notarized letter of consent, signed by both parents and legalized by the Consulate;
• Original or certified copy of birth certificate.
For the applicant’s dependents:
The applicant’s dependents may qualify for this visa only if period of stay will be longer than six months. They shall present proof of kinship or legal dependency (i.e. birth certificate or marriage certificate). The Consulate may request additional information and documentation, as deemed necessary.
Consular Fees:
• US$ 200.00 for the visa;
Validity of visa and length of stay:
• Visas are good for multiples entries;
• If planned stay exceeds 90 days, holder must register with the Federal Police within 30 days of first arrival in Brazil.
Tourist Visa
First of all, schedule an appointment by sending a request to consular.bagda@itamaraty.gov.br. The consular agent will send you the date and time your passport will be received at the Consular Section.
On the day of your appointment bring to the Consular Section the following documents:
1. One Visa Application Form per applicant, completely filled out online, then printed, dated and signed by the passport holder or his/her parents/guardians. Application forms are available here, under "visa request";
2. Your passport, signed and valid for at least 6 months, with at least one blank visa page available;
3. A copy of the Iraq document for foreign residents and/or a valid visa or document to return from Brazil;
4. One recent 2" x 2" passport photo, front view, white background;
5. A copy of a round-trip ticket or a booked itinerary showing travel to and from Brazil, confirming purchase of the ticket and passenger’s name, itinerary, flight number and arrival/departure dates;
6. Certificate of good conduct, from the state of your current address, certifying no criminal record;
7. For the applicant’s dependents:
The applicant’s dependents may qualify for this visa only if period of stay will be longer than six months. They shall present proof of kinship or legal dependency (i.e. birth certificate or marriage certificate). The Consulate may request additional information and documentation, as deemed necessary.
Consular Fees:
• US$ 80.00 for the visa;
Validity of visa and length of stay:
• Visas are good for single entries or multiples entries; and for 30 and 90 days.
• If planned stay exceeds 90 days, holder must register with the Federal Police within 30 days of first arrival in Brazil.
Diplomatic and Official Visa
Only persons/authorities participating in a Diplomatic or Official mission are eligible to apply for Diplomatic/Official visas.
Schedule an appointment by sending a request to consular.bagda@itamaraty.gov.br. The consular agent will send you the date and time your passport will be received at the Consular Section. On the day of your appointment bring to the Consular Section the following documents:
1. Passaport valid for a minimum of six (6) months from date of intended arrival in Brazil;
2. “Visa Application Form” (one per applicant), filled out online. Please make sure you have filled all fields in the form. Once completed, print the form, sign and date it, and attach your passport size photo. Photo must be recent (less than 6 months); vending machine prints and tinted photographs are not accepted. Applicants under 18 years of age must have the form signed by parents or guardians. For additional requirements for minors please see below;
3. Note Verbale from the Iraqi Ministry of Foreign Affairs or from the Diplomatic Mission or International Organization, stating the nature and length of the trip.
Fees: Free of Charge.
Validity of visa and length of stay:
• Diplomatic or Official Passport holders, when traveling on tourism to Brazil, will be granted free-of-charge tourist visa, provided that the above-mentioned items are fulfilled;
• Any foreign citizen holding a Diplomatic or Official visa granted by the Brazilian government or benefiting from a visa exemption agreement who will stay in Brazil for more than 90 days shall register in the Ministry of External Relations of Brazil (in Brasilia or in its regional offices) within 30 days of their arrival;
• In case the diplomat or official (holders of diplomatic or official passports, appointed to permanent mission in Brazil) wishes to be accompanied by personal employee(s), the visa application must be likewise placed by an official letter. A courtesy visa will be granted after consultation to the Brazilian relevant authorities. Once in Brazil, the employee must be registered in the Ministry of the External Affairs of Brazil, following the same procedure mentioned above.
CIVIL REGISTRY
The Consular Section of the Brazilian Embassy in Baghdad holds the office of Notary Public and Civil Registry and can perform acts of civil registry, such as issuing birth and marriage certificates, as well as Notary acts (power of attorney, declarations, etc). You can find below relevant information about the most requested services:
MARRIAGE CERTIFICATE
The marriage certificate can be issued only if the conditions for the validity of the marriage are met, in accordance with Brazilian legislation.
Transcription in Brazil:
The Brazilian Civil Code, Law 10,406 of 1/10/2002, establishes in its Article 1544, that the marriage of a Brazilian citizen celebrated abroad should be recorded within 180 days from the return of one or both spouses to Brazil. Thus, Brazilian citizens are advised to make a transcript of their marriage records as soon as they return, definitely or not, to Brazil.
Documents Required for a Marriage Certificate:
Registration of marriage among Brazilians:
- Passport or Identity Card (original version and copy);
- Birth Certificate issued less than 06 (six) months (original version and copy);
- Complete and sign the Declaration of disengagement for Marriage;
- Complete and sign the Marriage Certificate Application Form.
Registration based on local certificate:
- Identification document (original version and copy) of both spouses;
- Certification of Birth issued earlier than 06 (six) months (original version and copy);
- Document showing the full name of parents (original version and copy);
- Iraqi Marriage Certificate (original version and certified translation).
BIRTH CERTIFICATE
General rules
Under the 1988 Constitution, the children of Brazilians born abroad are native Brazilians, as long as recorded in a Brazilian Consulate or Consular Section.
The consular Birth Certificate may be issued at any time, regardless of age of the enrollee. The procedures for issuing a Birth Certificate are as follows:
I - For children under 12 years:
- Consular Registration card and a valid copy of the first and second pages of the Brazilian parent’s passport or identity card. Original documents must be submitted for certification;
- Original version and a copy of the Iraqi birth certificate to be registered, translated by a sworn translator and legalized by the Iraqi Ministry of Foreign Affairs;
- Original version and one copy of the marriage certificate if the marriage has been performed in Iraq. The documents must be translated and legalized by the Iraqi Ministry of Foreign Affairs;
- A Birth Certificate application form duly completed in capital letters;
- Valid local identification card with a photo of the child;
- Valid local identification card with a photo of the parents;
- The parent or the persons responsible for registering must appear at the Consular Section of the Embassy.
II - For minors between 12 and 16 years:
Requirements remain the same item I (1,2,3,4,5,6) above. The minor must appear at the Consular Section.
III - For minors between 16 and 18 years old:
Requirements remain the same item I (1,2,3,4,5,6) above. The minor must appear at the Consular Section assisted by either parent or legal guardian.
IV - For over 18 years:
Requirements remain the same item I (1,2,3,4,5,6) above. The registrant must appear at the Consular Section of the Embassy. There is no need the presence of either parent.
Consular Fee: Free
Remarks:
1. The consular record of birth can only be issued when there is no record of the same Birth Certificate in other Brazilian Consular Office or Civil Registry Office in Brazil.
2. Naturalized Brazilians may only register and pass their nationality to children born after the naturalization.
3. Duplicates of Birth Certificates issued by this Consular Section may be issued upon payment of a US$ 5.00 fee.
4. In order to be effective in Brazil, a consular birth certificate must be transcribed in a Brazilian Civil Registry. For this it is necessary to submit the certificate issued by this Consular Section and the certified copy of the birth certificate of the Brazilian mother or father.
5. Documents provided by Iraqi authorities must be legalized by the Ministry of Foreign Affairs of Iraq and translated into English or Portuguese by a sworn translator.
6. Before being delivered to this Consular Section, documents provided by other countries must be legalized by the Brazilian Consulate or Consular Representation in that country.
Birth Registration directly issued Directly by Consular Office (only for children under 12 years)
Once confirmed the absence of local registration of birth, the Brazilian mother must submit:
- Consular Registration card and a valid copy of the first and second pages of the Brazilian mother’s passport or identity card. Original documents must be submitted for certification;
- Application of a birth certificate duly completed in capital letters.
- Document by a hospital / doctor / midwife certifying child’s birth;
- A notarized recognition of paternity document (if applicable).
Attention: At the discretion of the Consular Authority, other documents may be required
Power of Attorney
Power of Attorney for Brazilian Nationals and Foreigners Living in Brazil and Bearing a valid RNE Card
Required Documents:
- "Formulário de Procuração" form, duly filled in Portuguese and without any abbreviations;
- Draft powers;
- Original of Identity Card (front and back) or Original Brazilian valid passport;
- Natural persons: original of valid "CPF" (taxpayer registry); Legal persons: original constitutional documents (Articles of Association and Memorandum of Association) or shareholders' agreement (including late alterations) and original "CNPJ" (Cadastro Nacional da Pessoa Jurídica);
- Payment of the consular fee of US$ 20.00 In the case of Powers of Attorney for the purposes of cashing pension or retirement allowances the consular fee is US$ 5.00
Requests will only be taken when all of the required documents are presented.
The grantor's presence at the Consulate General is mandatory, to collect the Power of Attorney after signing the relevant book. The grantor will be required to present a valid Brazilian piece of identity (with his photograph).
Power of Attorney Granted by Non-Brazilian Citizens, for Use in Brazil
A Power of Attorney is a document empowering another person to act and sign official documents on your behalf.
Non-Brazilian citizens wishing to grant powers of attorney for use in Brazil must have them drawn by a Notary Public in Iraq, and then:
- have the document legalised by the Consular Section of the Embassy of Brazil in Baghdad;
- have the legalised document translated into Portuguese by a sworn translator in Brazil.
Non-Brazilian citizens wishing to grant powers of attorney for use in Brazil can have them drawn by the Consular Section of the Embassy of Brazil in Baghdad, provided that they bear:
- a valid Permanent Residence Visa in Brazil;
- a valid “Carteira de Identidade para Estrangeiro” (Identity Card for Foreigners);
- a valid “CPF” (Taxpayer Registry number).
In either case, the legalisation fee is US$20.00, which can be made at this Consular Section.
Private Power of Attorney
In certain cases, it is mandatory that Powers of Attorney drawn abroad for use in Brazil be drawn by the Consular Section of the Embassy of Brazil in Iraq ("Procuração Pública").
It is advisable to verify in each case whether a "Procuração Pública" is required.
In other cases, Powers of Attorney may be drawn privately ("Procuração por instrumento particular"), provided that the grantor is:
- a Brazilian who is unable to attend the Consulate General in person
- a Brazilian wishing to grant Powers of Attorney together with a non-Brazilian spouse
- a foreign national, even if married to a Brazilian
Procedure:
- Draft text in which are indicated the grantor and the attorney's personal data and the powers granted to the attorney
- Sign Power of Attorney before a local Notary Public and have signature legalised at the Consulate General
- Send Power of Attorney to attorney in Brazil, for its mandatory register at a "Cartório de Registro de Títulos e Documentos (Art. 129, par. 6, of Law 6.015/73 - Civil Register Law)
Powers of Attorney written in any language other than Portuguese must be translated to Portuguese by a Sworn translator in Brazil, prior to being submitted for register.
Processing times: up to 5 days in addition to the standard postal delivery times.
Legalization of Documents
Foreign documents are only valid in Brazil if they are legalized by the Consular Section of the Brazilian Embassy.
Legalization requires:
- Recognition of a local authority signature by the Ministry of Foreign Affairs of Iraq; and
- The validation of this document at the consulate or consular section.
Once legalized, the documents need to be translated into Portuguese by a professional (Sworn Translator) resident in Brazil. Together with this translation, the documents will be valid in Brazil.
Procedures:
- All official instruments, diplomas and transcripts and all other documents must have the signatures certified by the Ministry of Foreign Affairs of Iraq before being submitted to the Consulate General.
- Only original documents can be legalized. The copies submitted to this Consular Section may be certified, provided they are shown together with the corresponding original.
Remark: Laminated documents cannot be legalized.
Required Documentation:
- Legalization Form duly completed;
- Original version and copy of the document to be legalized.
Consular fee:
- Documents relating to state pensions, retirement grants or letters by nonprofit scientific, education or social assistance organizations are free of charge.
- In any other cases, a fee of US$ 20.00 is applicable.
Remark:
The Consular Section does not legalize Brazilian documents. In order to produce legal effect in Iraq, Brazilian documents must be legalized in Brazil by the Ministry of External Relations (Divisão de Assitência Consular-DAC) and by an Iraqi Consulate/ Consular Section, the Arab-Brazilian Chamber of Commerce, the Brazil-Iraq Chamber of Commerce and Industry or other competent authority, according to the document. Once legalized, the document must be translated by an official translator in Iraq.
DIPLOMAS & SCHOOL PAPERS
In order to be legally recognized in Brazil, diplomas and school transcripts issued abroad must have their authenticity validated by a Brazilian Consular Authority. Applicants must submit original documents to this Consular Section and transcripts must have the school letterhead and seal, and must be signed by the school principal or counselor.
Fees:
US$ 5.00 for each document
US$ 5.00 for each diploma
US$ 5.00 for each certificate
If you have more than three documents related to the same person, you can join them in a single packet at the cost of US$ 15.00
TRAVEL AUTHORIZATION FOR CHILDREN UNDER 18
In accordance with Law nr. 8.069/90 - "Estatuto da Criança e do Adolescente" (Child and Adolescent Code) and Resolution 74/2009 from "Conselho Nacional de Justiça", children under 18 years travelling in the company of one parent only, or unaccompanied, or in the company of a third party, will have to comply with the following rules:
- The Brazilian Law requires Brazilian nationals to enter and leave the country on their Brazilian Passports, even though they might hold another passport;
- Brazilian parent must complete travel authorization for children under 18 with the details of their Brazilian passports;
- The parents must present two “Autorização de Viagem” forms duly-filled and signed by one or both parents. (Choose one of the available versions according to your situation).
- When the absent parent is a Brazilian national residing abroad, his signature must be certified at the Consular Section; a valid Brazilian passport or Identity card must be presented;
- When the absent parent is a foreign national residing abroad, his signature must be certified by a Notary Public in ONE original of the form, which must then be presented along with the other original (both duly filled and signed) to the Consular Section for legalization;
- When the absent parent is in Brazil, he/she must send the other parent residing abroad a copy of the "Autorização para Viagem de Menor" form duly filled and signed before the Brazilian Notary. The parent residing abroad shall sign the same document and submit it to the Consular authority in whose jurisdiction he resides.
- Two 3x4cm photographs, recent and with clear background - 1 attached in each form;
Remark: the first copy of the form should be retained by the Federal Police agent on departure; a copy of the minor’s passport or custody paper should be attached to it. The second copy should be kept by the minor or his/her travel companion.

For children aged between three months and six years, proof of vaccination against polio is compulsory (vaccination booklet from local clinic or letter from GP).

However, the issuing and legalization of documents bear operational and administrative costs, for which consular fees or emoluments are charged.
Those costs vary and are stated in 'REAL-OURO', the specific currency for setting consular fees. The 'REAL-OURO' reflects the relative values of the Real and the US dollar.
