Authorization to apply for a passport for minors at the Federal Police
What it is
The passport application authorization is different from the international travel authorization, although both are related to the travel of a minor under the age of 18 to another country:
| a) | Authorization to apply for a minor's passport: this authorization is required on the day of the in-person passport application at the chosen Federal Police station. |
| b) | International travel authorization: this authorization is required on the day of travel whenever the minor is traveling without one of their parents or alone. It is only required on the minor's departure from Brazilian territory and is not required on their return. In the event of the death of one of the parents, the death certificate replaces the travel authorization. |
How to request
With the necessary documents in hand, schedule the service through the e-Consular system. Check out the system tutorial here. Once the appointment has been made, you will need to go to the Consulate in person and present the original documents.

² Regular migratory status in Brazil: not having had your visa canceled or been absent from Brazil for more than two consecutive years.

Notes
If both parents are in Japan and wish to authorize the issuance of a passport to a minor who is in Brazil, a public power of attorney must be drawn up at this Consulate General.
Foreigners who do not meet the above requirements must go to a Japanese notary public to have their signature notarized (面前, "menzen") on the Passport Authorization. The authorization must then be apostilled (Hague Apostille) to take effect in Brazil. Apostille can be done at the Japanese Ministry of Foreign Affairs (Gaimusho) and also at notaries based in Tokyo and Kanagawa.
