Apostille
Due to Brazil's accession to the "Apostille Convention" in 2016, it is no longer necessary to legalize documents at the Consulate.
For a Turkish document to be valid in Brazil, it must be apostilled by the Turkish apostille authorities. For a Brazilian document to be valid in Turkey, it must be apostilled by the Brazilian apostille authorities.
APOSTILLE OF BRAZILIAN DOCUMENTS
In order to be valid in countries that are members of the Apostille Convention, Brazilian documents must be apostilled by notaries authorized by the CNJ in Brazil. For those abroad, it is possible to obtain the electronic apostille online, on sites such as those listed below:

Brazilian documents with an electronic apostille issued from 03/08/2020 onwards can be validated on the Apostil.org.br website. Apostilles issued before that date can be validated in the SEI system.
APOSTILLE OF TURKISH DOCUMENTS
In order to be valid in countries that are members of the Apostille Convention, Turkish documents must be apostilled by the competent authorities in Turkey. The Turkish apostille authorities are "kaymakamlık" and "valilik hukuk bürosu".
