Declaração Conjunta entre a República Federativa do Brasil e a República de Singapura por ocasião da visita oficial do Ministro dos Negócios Estrangeiros Dr. Vivian Balakrishnan – Brasília, 17 de abril de 2023
1 O Exmo. Sr. Ministro de Negócios Estrangeiros de Singapura Dr. Vivian Balakrishnan está no Brasil para visita oficial de 16 a 18 de abril de 2023. No Ministério das Relações Exteriores do Brasil, o Dr. Balakrishnan foi recebido pelo Exmo. Sr. Ministro das Relações Exteriores, Embaixador Mauro Vieira, em 17 de abril de 2023. Na ocasião, os Ministros realizaram a Primeira Reunião de Consultas Políticas entre os Ministérios de Relações Exteriores dos dois países, conforme o Memorando de Entendimento pertinente, assinado em Brasília, em 5 de abril de 2013.
2 Os Ministros saudaram o rápido crescimento do comércio e dos investimentos entre os dois países nos últimos anos. O Brasil é atualmente o maior parceiro comercial de Singapura na América Latina, e Singapura é o maior parceiro comercial do Brasil no Sudeste Asiático e o terceiro maior na Ásia. Ambos tomaram nota, com satisfação, dos investimentos singapurianos no desenvolvimento da infraestrutura e logística brasileiras e do papel de Singapura como centro para negócios brasileiros no Sudeste Asiático.
3 Os Ministros mantiveram discussões produtivas sobre as relações bilaterais Brasil-Singapura, iniciativas regionais e internacionais, e cooperação multilateral. Concordaram sobre a importância de aumentar a cooperação e o intercâmbio nos campos da ciência, tecnologia e inovação, educação, mudança do clima, transição energética e cooperação técnica trilateral, entre outros.
4 Os Ministros saudaram a entrada em vigor do Acordo para Eliminar a Dupla Tributação (ADT) entre Brasil e Singapura, o qual reduzirá barreiras ao investimento transfronteiriço e fortalecerá os fluxos econômico-comerciais entre os dois países. Igualmente, saudaram a recente conclusão das negociações do plano de regionalização de controles de Influenza Aviária de Alta Patogenicidade no Brasil.
5 Os Ministros registraram com satisfação a conclusão das negociações substantivas do Acordo de Livre Comércio MERCOSUL-Singapura, anunciada em julho de 2022, à margem da Cúpula do MERCOSUL, em Assunção, no Paraguai. Coincidiram em que, uma vez em vigor, o Acordo aumentará oportunidades de negócios e fomentará contatos entre os setores privados de Singapura, do Brasil e dos demais Estados partes do MERCOSUL. Expressaram a intenção de trabalhar para obter consenso sobre questões pendentes, para permitir a assinatura do Acordo na mais breve oportunidade.
6 Os Ministros assinaram Memorando de Entendimento sobre Programa de Cooperação Brasil-Singapura para Terceiros Países, o qual objetiva facilitar a cooperação entre Brasil e Singapura no oferecimento de iniciativas conjuntas de capacitação a países em desenvolvimento da América Latina, do Caribe e da Ásia-Pacífico. Decidiram iniciar negociações sobre Tratado de Cooperação Jurídica Mútua em Matéria Penal, com vistas a aprofundar a cooperação bilateral em temas jurídicos. Assentiram em aprofundar a cooperação no campo da educação, inclusive no intercâmbio de estudantes em nível universitário, e em aumentar a mobilidade acadêmica em ambos os sentidos.
7 Os Ministros reconheceram o papel estratégico da ciência, da tecnologia e da inovação para a competitividade das economias de seus países e concordaram em estimular a interação entre os respectivos ecossistemas de inovação. As partes saudaram a segunda missão de startups brasileiras à Singapore Week of Innovation & Technology 2023 (SWITCH Fair), a escolha de Singapura como destino do programa brasileiro para a internacionalização de startups (“Startup OutReach Brasil” – de 25 de outubro a 3 de novembro), e a inclusão de Singapura no programa brasileiro de atração de startups internacionais (“ScaleUp inBrazil”).
8 Os Ministros reconheceram a necessidade e a prioridade de trabalhar em conjunto sobre mudança do clima, inclusive promovendo o desenvolvimento ambientalmente sustentável, por meio da aceleração na implementação dos compromissos assumidos sob a UNFCCC e seu Acordo de Paris. Nesse contexto, os Ministros acordaram ampliar, aprofundar e diversificar o intercâmbio bilateral de experiências sobre finanças verdes, descarbonização e outras áreas de adaptação e mitigação da mudança do clima. Concordaram em iniciar discussões sobre possíveis áreas de cooperação bilateral, tais como intercâmbio de informações, conhecimento, melhores práticas e experiências em mercados de carbono, inclusive sobre quadros regulatórios nacionais e políticas relativas à gestão e ao desenvolvimento de atividades de mitigação de gases de efeito estufa. Ambos os países pretendem trabalhar no sentido de estabelecer quadro de cooperação bilateral sob o Artigo 6 do Acordo de Paris por volta da COP-28, com vistas a negociar um Acordo de Implementação.
9 Singapura expressou apoio à candidatura do Brasil para sediar a COP-30 em Belém em 2025 e saudou a candidatura da cientista brasileira Thelma Krug à Presidência do IPCC.
10 Os Ministros reconheceram e concordaram a respeito da importância de assegurar que a transição energética e a mitigação de emissões no setor de energia nos níveis doméstico e global ocorram de forma justa e equilibrada, o que leva em conta as especificidades das realidades nacionais, o aumento na demanda por energia e o imperativo da segurança energética. Consentiram em promover o diálogo bilateral nesses tópicos, bem como pesquisa e desenvolvimento, investimentos em recursos energéticos renováveis e a descarbonização do setor de transporte, como, por exemplo, por meio do uso de energia mais limpa e combustíveis de baixo carbono, inclusive biocombustíveis sustentáveis.
11 Os Ministros reconheceram a importância das relações ASEAN-Brasil e reafirmaram seu apoio ao diálogo ampliado e cooperação para substanciar a Parceria de Diálogo Setorial ASEAN-Brasil. O Brasil reafirmou a sua intenção de promover a cooperação com a Associação e seus Estados membros em áreas como desenvolvimento sustentável; energia renovável; mudança do clima; ciência, tecnologia e inovação; mobilidade acadêmica; defesa e segurança; agricultura; e segurança alimentar.
12 Os Ministros registraram que o Brasil assumirá a Presidência do G20 em 2024, com forte ênfase em dar voz a questões importantes para o Sul Global. Ambos expressaram desejo de firme colaboração entre o Brasil e Singapura, baseando-se na contribuição de Singapura ao G20 ao longo da última década, inclusive como Coordenador do Grupo de Governança Global (3G). O 3G facilita maior engajamento entre o G20 e um número mais amplo de membros da ONU para fomentar maior inclusão e transparência na governança global.
13 Durante a sua visita oficial, o Ministro Balakrshnan irá encontrar-se com o Exmo. Vice-Presidente da República Federativa do Brasil, Geraldo Alckmin, e o Exmo. Presidente da Câmara dos Deputados, Deputado Arthur Lira. Irá encontrar-se também com a Exma. Ministra do Meio Ambiente e Mudança do Clima, Marina Silva, e com o Exmo. Ministro da Fazenda, Fernando Haddad. Proferirá, ainda, palestra no Instituto Rio Branco, sobre o tema “Singapura: a Visão de um Pequeno Estado sobre o Multilateralismo”.

AND THE REPUBLIC OF SINGAPORE

1 H. E. Minister for Foreign Affairs of Singapore Dr Vivian Balakrishnan is in Brazil for an official visit from 16th to 18th April 2023. At the Brazilian Foreign Ministry, Dr Balakrishnan was received by H. E. Minister of Foreign Affairs of Brazil, Ambassador Mauro Vieira, on 17th April 2023. At the occasion, the Ministers held the First Political Consultation Meeting between the Ministries of Foreign Affairs of the two countries, as per the relevant Memorandum of Understanding signed in Brasilia on 5th April 2013.
2 The Ministers welcomed the rapid growth in trade and investments between the two countries in recent years. Brazil is today Singapore’s largest trading partner in Latin America and Singapore is Brazil´s largest trading partner in Southeast Asia and the third largest in Asia. They took note, with satisfaction, of Singaporean investments in the development of Brazilian infrastructure and logistics and of Singapore’s role as a hub for Brazilian business in Southeast Asia.
3 The Ministers held productive discussions on Singapore-Brazil bilateral relations, international and regional initiatives, and multilateral cooperation. They agreed on the importance of increasing cooperation and exchanges in the fields of science, technology and innovation, education, climate change and energy transition, and trilateral technical cooperation, among others.
4 The Ministers welcomed the entry into force of the Avoidance of Double Taxation Agreement (DTA) between Brazil and Singapore, which will lower barriers to cross-border investment and boost trade and economic flows between the two countries. They also welcomed the recent conclusion of the negotiations of a regionalization plan for highly pathogenic avian influenza controls in Brazil.
5 The Ministers noted with satisfaction the conclusion of substantive negotiations of the MERCOSUR-Singapore Free Trade Agreement, announced in July 2022 at the sidelines of the MERCOSUR Summit in Asunción, Paraguay. The Ministers agreed that, once in force, the Agreement will increase business opportunities and foster private sector engagements between Singapore, Brazil and the other MERCOSUR State Parties. The Ministers expressed their intent to work toward reaching consensus on remaining issues, to allow the signing of the Agreement at the earliest opportunity.
6 The Ministers signed a Memorandum of Understanding on the Brazil-Singapore Cooperation Programme to Third Countries, which aims at facilitating cooperation between Singapore and Brazil in jointly providing capacity-building initiatives to developing countries in Latin America, the Caribbean and the Asia Pacific. They decided to initiate negotiations on a Treaty on Mutual Legal Assistance in Criminal Matters, aimed at deepening bilateral cooperation on legal issues. They agreed to deepen cooperation in the education field, including student exchanges at the university level, and increasing academic mobility in both directions.
7 The Ministers recognized the strategic role of science, technology and innovation for the competitiveness of their countries' economies and agreed to encourage interaction between the two countries' innovation ecosystems. The parties welcomed the second mission of Brazilian startups to the Singapore Week of Innovation & Technology 2023 (SWITCH Fair), the choice of Singapore as the destination of the Brazilian program for the internationalization of startups (“Startup OutReach Brasil” – from Oct. 25th to Nov. 3rd), and the inclusion of Singapore in the Brazilian program to attract international startups (“ScaleUp inBrazil”).
8 The Ministers recognized the need for and priority to work together on climate change including promoting environmentally sustainable development, by accelerating the implementation of the commitments made under the UNFCCC and its Paris Agreement. In this context, the Ministers agreed to broadening, deepening and diversifying bilateral exchange of experiences on green finance, decarbonisation, and other climate adaptation and mitigation areas. They agreed to initiate discussions on possible bilateral cooperation areas such as the exchange of information, knowledge, best practices and experiences on carbon markets, including national regulatory frameworks and policies governing the management and development of greenhouse gas mitigation activities. Both countries intend to work towards entering into a bilateral cooperation framework under Article 6 of the Paris Agreement by or around COP-28, with a view to negotiating an Implementation Agreement.
9 Singapore expressed support for Brazil’s bid to host COP-30 in Belém in 2025 and welcomed the candidacy of Brazilian scientist Thelma Krug to Chair of the IPCC.
10 The Ministers recognized and agreed on the importance of ensuring that the energy transition and the mitigation of emissions in the energy sector at the domestic and global levels occur in a fair and equitable manner, which takes into account the specificities of national realities, the increase in demand for energy and the imperative of energy security. The ministers agreed to promote bilateral dialogue on these topics, as well as research and development, investments in renewable energy resources, and the decarbonization of the transport sector, such as through the use of cleaner energy and low-carbon fuels, including sustainable biofuels.
11 The Ministers recognized the importance of ASEAN-Brazil relations and reaffirmed their support for increased dialogue and cooperation to substantiate the ASEAN-Brazil Sectoral Dialogue Partnership. Brazil reaffirmed its intention to promote cooperation with the Association and its Member States in areas such as sustainable development; renewable energy; climate change; science, technology and innovation; academic mobility; defence and security; agriculture; and food security.
12 The Ministers noted that Brazil will assume the Presidency of the G20 in 2024, with a strong emphasis on giving voice to issues important to the Global South. Both looked forward to strong collaboration between Brazil and Singapore, building on Singapore’s contribution to the G20 over the past decade, including as Convenor of the Global Governance Group (3G). The 3G facilitates greater engagement between the G20 and the broader UN membership to foster greater inclusiveness and transparency in global governance.
13 During his official visit, Minister Balakrishnan will meet with H.E. Geraldo Alckmin, Hon. Vice-President of the Federative Republic of Brazil, and with H.E. Arthur Lira, Hon. Chair of the House of Representatives. He will also meet with H.E. Marina Silva, Minister of Environment and Climate Change, and with H.E. Fernando Haddad, Minister of Finance. He will deliver a lecture at Instituto Rio Branco on “Singapore: A Small State’s View of Multilateralism”.
