Who can apply
You must:
- Be a national and a resident of a country participating in PEC-G
- Reside outside of Brazil
- Not be Brazilian and not be born to Brazilian parents
- Not hold a visa or Residence Permit for Brazil, except for a tourist visa
- Be at least 18 years old by the date defined in the Call Notice
- Have completed or be completing secondary education (high school) outside of Brazil
- Note: Applicants who are completing high school must present the Certificate of Completion at the time of enrollment at the Brazilian institution, if selected.
- Have an overall high school average of 60% (C) or higher
- Have one or more financial sponsors who can prove they can provide funds for your support in Brazil. The Program is free, but every student must prove sufficient funds to support themselves in Brazil.
- Commit to returning to your country upon graduation
- Meet the language requirements, according to the rules of the Call Notice. Check the rules below:
Portuguese Language Requirements
CASE 1: If you studied Portuguese as an official language throughout all years of secondary education (high school), you must:
- have the Celpe-Bras certificate, OR
- have an intermediate-level certificate from the Instituto Guimarães Rosa (IGR) Portuguese language course, OR
- have an average score for the secondary school Portuguese language subject of at least 65%.
CASE 2: If you did NOT take Portuguese as an official language in secondary school (high school), you must:
- have the Celpe-Bras certificate, OR
- have an intermediate-level certificate from the Instituto Guimarães Rosa (IGR) Portuguese language course.
CASE 3: If you did NOT take Portuguese as an official language in secondary school (high school) and DO NOT HAVE any of the documents above, you must:
- have an average score in the subject of the official language of your country in secondary education of at least 60%, AND
- apply for PEC-PLE, in addition to PEC-G.
At PEC-PLE, you will spend your first year in Brazil taking a free Portuguese language and Brazilian culture course to obtain your Celpe-Bras certificate. After obtaining the certificate, you will be able to start your undergraduate course at PEC-G.

You CANNOT apply if:
- you are a Brazilian citizen, even if you hold dual citizenship
- you hold a temporary or permanent visa or Residence Permit for Brazil
- you have attended high school in Brazil, in whole or in part
- you were selected in previous PEC-G selection processes and have been removed from the Program
- you were selected in previous PEC-G selection processes but did not enroll at the higher education institution and did not provide a justification.
How to apply
STEP-BY-STEP GUIDE TO APPLY:
- Step 0: Carefully read the information on this page, the Call Notice and the PEC-G Ordinance, to learn about the Program's rules.
- Step 1: Complete the online pre-application form.
- Step 2: Learn about higher education in Brazil, the courses and institutions you are interested in, to decide your vacancy options (the list of vacancies will be available soon).
- Attention: If you need to learn the Portuguese language and take the Celpe-Bras exam in Brazil, you must register for the PEC-PLE and PEC-G. In this case, you must also decide your vacancy options for the PEC-PLE course.
- Step 3: Wait for the DCE to publish the list of pre-selected candidates (those eligible to move to the next stage).
- Step 4: If you are pre-selected, submit the required documents at the Brazilian embassy or consulate.
- Step 5: If your documents are approved, complete your application at the Brazilian embassy or consulate.
- Note: Steps 4 and 5 may not occur on the same day. Please check with the Brazilian embassy or consulate.
How to Complete the Pre-Registration Form
ATTENTION:
- Submitting the pre-registration form is mandatory. You will not be able to proceed to the next stage if you have not completed the form.
- Check the deadline for completing the pre-registration form in the selection process calendar.
- Pre-registration is a preliminary stage of the selection process and does not imply automatic acceptance of your application. All pre-registrations will be reviewed. Only pre-selected candidates will be invited to submit the documents required for enrollment. The list of pre-selected candidates will be published on this page, according to the schedule in the selection process calendar.
- After submitting the form, regularly check the email address you provided during pre-registration, as the embassy/consulate may contact you if you are pre-selected.
- If more than one pre-registration is submitted for the same candidate, only the most recent pre-registration will be considered.
Instructions:

- Select the language to fill out the form.
The form is available in Portuguese, Spanish, English, and French. - Provide all the required information. Some of the information you will need to provide includes:
a. The country and the Brazilian embassy/consulate where you wish to apply.
b. An email address that you check regularly and a phone number.Important: The embassy/consulate will use these details to contact you. Make sure the information is entered correctly.
c. Your overall high school (secondary education) grade average.
How to calculate the overall average: Compute the simple arithmetic mean of the grades from all subjects you have completed in high school (secondary education) up to the date of pre-registration.
- Attach your complete high school (secondary education) transcript, along with a simple translation into Portuguese, English, French, or Spanish if the transcript is not already in one of these languages.
File format: Documents must be in a single PDF file, up to 10 MB in size, and of sufficient quality to be readable.
The transcript must include signatures and stamps, or an electronic validation code from the issuing institution, or authentication from the responsible authority in the country where it was issued, or another form of legalization required by the embassy/consulate where you are applying.
If you are still completing high school (secondary education), attach the transcript with the grades obtained so far.
Pre-registration will be REJECTED in the following cases:
- The form is incomplete or filled out in a manner inconsistent with the Call Notice
- The candidate is under 18 years old by the date specified in the Call Notice
- The scanned high school transcript is illegible, preventing a complete or partial verification of the information.
- The high school transcript is missing from the pre-registration.
- The high school transcript is not translated into Portuguese, English, French, or Spanish, if the document is not in one of these languages.
- The transcript does not include signatures and stamps, or an electronic validation code from the issuing institution, or authentication from the responsible authority in the country where it was issued, or another form of legalization required by the embassy/consulate.
- The high school transcript was issued in Brazil.
Required documents [This section is being updated, thank you for your understanding.]
1. Original and copy of secondary school (high school) completion certificate or equivalent document.
- Note: If you have not completed secondary/high school by the date of application, you must submit a declaration by your school stating that you are expected to complete your secondary education by the end of 2025.
2. Original and copy of the academic record with the subjects studied and the grades obtained in all grades of secondary education.
3. Original and copy of the your birth certificate or identification document.
4. Original and copy of the your mother's birth certificate or identification document.
5. Original and copy of the your father's birth certificate or identification document.
- Note on items 3, 4 and 5: Identification documents must contain the bearer's place and date of birth and the names of his/her parents.
6. Original medical certificate of physical and mental health.

Note: The medical certificate must:
- have been issued in the year 2025;
- include the signature and stamp of a licensed medical professional;
- state whether you are fit to pursue studies abroad;
- indicate whether you have any relevant health condition, such as a chronic illness, continuous medication use, or regular medical follow-up;
- indicate whether you have any disability, in accordance with the Brazilian Law of Inclusion (Law No. 13,146/2015), and describe the type and degree of the disability, if applicable.
- Note 2: The information in the certificate is intended to help higher education institutions (HEIs) support students who may require special attention due to health conditions. Therefore, the certificate must include accurate and relevant information about your physical and mental health. The information provided in the document will be used exclusively for the PEC-G selection process.
7. Original Statement(s) of Financial Responsibility (TRF), in Portuguese, filled in, signed and dated. Access the following TRF models:

- Note: The TRF must be notarized, or receive another form of legalization to be defined by the embassy/consulate.
- Note 2: If you have more than one financial sponsor, each sponsor must complete and sign a separate TRF.
8. Proof of income of the financial sponsor(s) that attests to their ability to send the promised funds to the applicant.
- Note: Read the Call Notice or consult the embassy/consulate to find out which documents can be accepted as proof of income and what is the minimum income that your financial sponsor needs to prove.
- Note 2: The embassy/consulate may waive the need to present proof of income, only if the financial sponsor is a legal entity governed by public law, such as a government body or international organization.
9. Copy of the official identification document of the financial sponsor(s).
- Note: The identification document must include the holder's photo and signature. If the financial sponsor does not have an official identification document with a photo and signature, the Brazilian embassy or consulate will decide which documents will be accepted to verify the sponsor’s identity.
10. Original Statement of Commitment for Application (TCI), in Portuguese, filled in and signed by the applicant.
- Note: You can print and fill in the TCI to submit along with the other documents, or you can sign a TCI that the embassy/consulate will generate through the application system, with your data. Contact the embassy/consulate to find out the best way to complete your TCI.

11. For those who wish to apply only for PEC-G: original and copy of the Celpe-Bras certificate, OR intermediate-level certificate from the Instituto Guimarães Rosa (IGR) Portuguese language course.
- Note: If you have studied Portuguese language as your official language throughout all years of secondary education, you must present one of the documents mentioned in item 11, OR have an average score for the Portuguese language subject in secondary school of at least 65% (sixty-five percent).
- Note 2: If you wish to apply for PEC-PLE and PEC-G, you do not need to present the documents in item 11, but must have an average score in their county's official language subject in secondary school of at least 60% (sixty percent).
Important:
- Documents that are not in Portuguese, English, French or Spanish must be presented along with a simple translation into one of these languages.
- The embassy/consulate may require the documents to be legalized, or consult local authorities to confirm the authenticity of the documents.
- The originals of the Statement of Commitment, the Statement(s) of Financial Responsibility and the medical certificate of physical and mental health will remain with the embassy/consulate. The other originals will be returned to the candidate.

The financial sponsor residing outside the candidate’s country of origin may send scanned copies of documents 7, 8, and 9 (TRF, income proofs, and a copy of an official photo ID with signature) to the embassy/consulate where the candidate will apply. In such case, the sponsor must also send the physical documents (original TRF, proof of income, and copy of the official identification document with photo and signature) by mail to the following address:
