Who can apply

You must:

  • Be a national and a resident of a country participating in PEC-G
  • Reside outside of Brazil
  • Not be Brazilian and not be born to Brazilian parents
  • Not hold a visa or Residence Permit for Brazil, except for a tourist visa
  • Be at least 18 years old by the date defined in the Call Notice
  • Have completed or be completing secondary education (high school) outside of Brazil
    • Note: Applicants who are completing high school must present the Certificate of Completion at the time of enrollment at the Brazilian institution, if selected.
  • Have an overall high school average of 60% (C) or higher
  • Have one or more financial sponsors who can prove they can provide funds for your support in Brazil. The Program is free, but every student must prove sufficient funds to support themselves in Brazil.
  • Commit to returning to your country upon graduation
  • Meet the language requirements, according to the rules of the Call Notice. Check the rules below:

Portuguese Language Requirements

CASE 1: If you studied Portuguese as an official language throughout all years of secondary education (high school), you must:

  • have the Celpe-Bras certificate, OR 
  • have an intermediate-level certificate from the Instituto Guimarães Rosa (IGR) Portuguese language course, OR
  • have an average score for the secondary school Portuguese language subject of at least 65%.

CASE 2: If you did NOT take Portuguese as an official language in secondary school (high school), you must:

  • have the Celpe-Bras certificate, OR 
  • have an intermediate-level certificate from the Instituto Guimarães Rosa (IGR) Portuguese language course.

CASE 3: If you did NOT take Portuguese as an official language in secondary school (high school) and DO NOT HAVE any of the documents above, you must:

  • have an average score in the subject of the official language of your country in secondary education of at least 60%, AND
  • apply for PEC-PLE, in addition to PEC-G. 

At PEC-PLE, you will spend your first year in Brazil taking a free Portuguese language and Brazilian culture course to obtain your Celpe-Bras certificate. After obtaining the certificate, you will be able to start your undergraduate course at PEC-G.

You CANNOT apply if:

  • you are a Brazilian citizen, even if you hold dual citizenship
  • you hold a temporary or permanent visa or Residence Permit for Brazil
  • you have attended high school in Brazil, in whole or in part
  • you were selected in previous PEC-G selection processes and have been removed from the Program
  • you were selected in previous PEC-G selection processes but did not enroll at the higher education institution and did not provide a justification.

How to apply 

STEP-BY-STEP GUIDE TO APPLY:

  • Step 0: Carefully read the information on this page, the Call Notice and the PEC-G Ordinance, to learn about the Program's rules.
  • Step 1: Complete the online pre-application form.
  • Step 2: Learn about higher education in Brazil, the courses and institutions you are interested in, to decide your vacancy options (the list of vacancies will be available soon). 
    • Attention: If you need to learn the Portuguese language and take the Celpe-Bras exam in Brazil, you must register for the PEC-PLE and PEC-G. In this case, you must also decide your vacancy options for the PEC-PLE course.
  • Step 3: Wait for the DCE to publish the list of pre-selected candidates (those eligible to move to the next stage).
  • Step 4: If you are pre-selected, submit the required documents at the Brazilian embassy or consulate.
  • Step 5: If your documents are approved, complete your application at the Brazilian embassy or consulate.
    • Note: Steps 4 and 5 may not occur on the same day. Please check with the Brazilian embassy or consulate.

How to Complete the Pre-Registration Form

ATTENTION:

  • Submitting the pre-registration form is mandatory. You will not be able to proceed to the next stage if you have not completed the form. 
  • Check the deadline for completing the pre-registration form in the selection process calendar. 
  • Pre-registration is a preliminary stage of the selection process and does not imply automatic acceptance of your application. All pre-registrations will be reviewed. Only pre-selected candidates will be invited to submit the documents required for enrollment. The list of pre-selected candidates will be published on this page, according to the schedule in the selection process calendar. 
  • After submitting the form, regularly check the email address you provided during pre-registration, as the embassy/consulate may contact you if you are pre-selected. 
  • If more than one pre-registration is submitted for the same candidate, only the most recent pre-registration will be considered.

Instructions:

  1. Access the pre-registration form. 
  2. Select the language to fill out the form.
     The form is available in Portuguese, Spanish, English, and French. 
  3. Provide all the required information. Some of the information you will need to provide includes: 

    a. The country and the Brazilian embassy/consulate where you wish to apply. 
    b. An email address that you check regularly and a phone number. 

    Important: The embassy/consulate will use these details to contact you. Make sure the information is entered correctly.

    c. Your overall high school (secondary education) grade average.

    How to calculate the overall average: Compute the simple arithmetic mean of the grades from all subjects you have completed in high school (secondary education) up to the date of pre-registration.

  4. Attach your complete high school (secondary education) transcript, along with a simple translation into Portuguese, English, French, or Spanish if the transcript is not already in one of these languages.

File format: Documents must be in a single PDF file, up to 10 MB in size, and of sufficient quality to be readable.


The transcript must include signatures and stamps, or an electronic validation code from the issuing institution, or authentication from the responsible authority in the country where it was issued, or another form of legalization required by the embassy/consulate where you are applying.

If you are still completing high school (secondary education), attach the transcript with the grades obtained so far.

Pre-registration will be REJECTED in the following cases:

  • The form is incomplete or filled out in a manner inconsistent with the Call Notice. 
  • The candidate is under 18 years old by the date specified in the Call Notice. 
  • The scanned high school transcript is illegible, preventing a complete or partial verification of the information. 
  • The high school transcript is missing from the pre-registration. 
  • The high school transcript is not translated into Portuguese, English, French, or Spanish, if the document is not in one of these languages. 
  • The transcript does not include signatures and stamps, or an electronic validation code from the issuing institution, or authentication from the responsible authority in the country where it was issued, or another form of legalization required by the embassy/consulate. 
  • The high school transcript was issued in Brazil.

Documents for Enrollment

 IMPORTANT

  • You must submit all documents in two formats: printed and scanned. 
  • Scanned documents must be submitted as a single file for each document, in PDF format, up to 10 MB in size, and of sufficient quality to be fully legible. 
  • The embassy/consulate will provide information on the accepted methods for submitting scanned documents. 
  • Documents not in Portuguese, English, French, or Spanish must be submitted along with a simple translation into one of these languages. 
  • The embassy/consulate may require that documents be legalized or may contact local authorities to verify the authenticity of the documents. 
  • The originals of the Financial Responsibility Form(s) will be kept by the embassy/consulate. Originals of other documents will be returned. 
  • The embassy/consulate will not accept incomplete documents, documents with erasures, missing signatures, or documents submitted after the deadline. 
  • A financial guarantor residing outside the candidate’s country must submit the documents listed in items 4, 5, and 6 to the embassy/consulate responsible for the application.

Required Documents

1. Original and copy of secondary school (high school) completion certificate or equivalent document.

  • Note: If you have not completed secondary/high school by the date of application, you must submit a declaration by your school stating that you are expected to complete your secondary education by the end of 2025.

2. Original and copy of the high school transcript, showing all subjects taken and grades obtained in every year of high school.

3. Original and copy of one or more valid official documents that can verify your nationality and the nationality of your parents, such as: birth certificate, passport, identity card, or another official document accepted by the embassy/consulate. 

4. Original Financial Responsibility Form(s) (TRF) in Portuguese, fully completed, signed, and dated.

·         The TRF must have notarization at a notary office, or another form of legalization as determined by the embassy/consulate.

·         If you have more than one financial guarantor, each must complete and sign a separate TRF.

·         Access TRF templates:

5. Original and copy of the your father's birth certificate or identification document.

·         Refer to the Call Notice or consult the Brazilian embassy/consulate where you intend to apply to learn which documents are accepted as proof of income and the minimum income your guarantor must demonstrate.

·         The embassy/consulate may waive the requirement for proof of income only if the financial guarantor is a public Legal Entity, such as a government agency or an international organization. 

6. Copy of official identification document of the financial guarantor(s).

  • The identification document must include a photo and signature.

  • If the financial guarantor(s) do not have an official identification document with a photo and signature, the embassy/consulate will determine which documents are acceptable to verify the guarantor’s identity. 

7. Original Commitment Term for Enrollment (TCI), in Portuguese, completed and signed by the candidate.

·         You may fill out, print, and sign the TCI to submit along with the other documents, or you may sign the TCI at the embassy/consulate at the time of enrollment. Check with the embassy/consulate for the best way to complete your TCI.

8. If you are applying only for PEC-G: submit the original and a copy of the Celpe-Bras certificate, OR proof of registration for the first semester 2026 Celpe-Bras exam, OR a certificate of completion of an intermediate-level Portuguese course from a unit of the Guimarães Rosa Institute (IGR).

  • If you took Portuguese as an official language course throughout high school (secondary education), you must submit one of the documents mentioned in item 8, OR have an overall average grade of at least 65% in the Portuguese language course during high school.
  • If you are applying for both PEC-PLE and PEC-G, you do not need to submit one of the documents in item 8, but you must have an overall average of at least 60% in the official language subject of your country in high school.

IMPORTANT

  • Being selected as a candidate does not guarantee entry into Brazil, as it is essential to process and obtain the appropriate visa for entering the country.
  • Candidates selected in the final result will receive from the higher education institution(s) (IES) to which they were admitted information regarding enrollment, academic calendar, institutional regulations, and other relevant information for arrival and stay in Brazil. It is the responsibility of the selected candidate to regularly check the email address provided during registration from the publication date of the final result to confirm receipt of guidance from the IES. If necessary, the selected candidate must contact the IES using the contact information published on the DCE/MRE webpage to obtain enrollment details.
  • Candidates who do not complete enrollment within the deadline established by the IES will lose the right to the position(s) for which they were selected in the present selection process and will not be able to join the program, needing to apply again in future selection processes.
  • Candidates who have used false documents or information, or other illicit means to participate in PEC-G and PEC-PLE 2026 will be eliminated at any time, even after enrollment.
  • According to Interministerial Ordinance MEC/MRE No. 7, of June 4, 2024, Art. 9, Paragraph 3, candidates selected who fail to complete initial enrollment at the IES without justification, as well as students previously dismissed from the program, are prohibited from reapplying.
