Announcement of an Agreement on the First Phase of a Plan to End the Conflict in the Gaza Strip
The Brazilian government welcomes the announcement of an agreement between Israel and Hamas for a new ceasefire in the Gaza Strip, State of Palestine, through the implementation of the first phase of a plan to end the conflict, two years after it began. In this context, Brazil recognizes the important role played by the United States and values the efforts of the other countries involved in the mediation: Qatar, Egypt, and Türkiye.
If effectively implemented, the agreement is expected to halt Israeli attacks on Gaza, which have caused over 67,000 deaths—with many of the victims being women and children—the forced displacement of nearly two million residents, and unprecedented devastation, including the destruction of much of the territory’s civilian infrastructure. It should also ensure the release of all remaining hostages, in exchange for Palestinian prisoners, the unimpeded entry of humanitarian aid, and the withdrawal of Israeli troops to a line agreed upon by the parties. It should also create the conditions for the immediate reconstruction of Gaza with the support of the international community.
The Brazilian government highlights the agreement’s humanitarian dimension and emphasizes that the ceasefire must provide effective relief for the civilian population. It reiterates the need to guarantee full, immediate, safe, and unimpeded access for humanitarian assistance and for United Nations teams operating on the ground.
Brazil urges the parties to comply with all terms of the agreement and to engage in good faith negotiations to ensure the full withdrawal of Israeli forces from Gaza, the start of the urgent process to rebuild the Gaza Strip—under Palestinian coordination and supervision—and the restoration of the political and geographical unity of Palestine under its legitimate government, in accordance with the Palestinian people’s inalienable right to self-determination.
Brazil reaffirms its conviction that achieving a just, stable, and lasting peace in the Middle East requires the implementation of a two-state solution, with an independent and viable State of Palestine living in peace and security side by side with Israel, within the 1967 borders, including the Gaza Strip and the West Bank, with East Jerusalem as its capital.
