13th CPLP Summit in Luanda – July 17, 2021
The 13th Conference of Heads of State and Government of the Community of Portuguese Speaking Countries – CPLP was held in Luanda, capital of Angola, on July 17, 2021. The Vice-President of the Republic, Hamilton Mourão, headed the Brazilian delegation at the event, which included, among other authorities, the Minister of Foreign Affairs, Carlos França, the Secretary of Strategic Affairs, Admiral Flavio Rocha, and the President of APEX, Augusto Pestana.
The Luanda summit was preceded by the 26th Ordinary Meeting of the Council of Ministers and marked the handover of Cape Verde's presidency to Angola and the 25th anniversary of the founding of the CPLP.
On the occasion, the Agreement on Mobility among the CPLP member states was signed, the negotiation of which relied on Brazil's active contribution. Once in force, the instrument will facilitate the circulation of citizens between the countries of the Community, allowing the progressive densification of mobility in the CPLP space, which includes 270 million people.
The discussions centered on the need to increase the economic-trade flows between the member states of the Community, whose trade flow is valued at about $13 billion. Together, the CPLP countries are the world's fourth largest oil producer.
Founded in 1996 based on a common language, the CPLP today has nine member states: Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe, and East Timor.
Brazil is the largest country in the CPLP in terms of population, territory and GDP. In 2020, Brazil's exports to the Community countries reached the level of $2 billion. The country played an important role in the conception and foundation of the CPLP and is a leader in the implementation of cooperation actions for the development of member states in the areas of health, water resources, higher education, the rights of people with disabilities, and the promotion and enhancement of the Portuguese language, among others.
