New ANAC Requirements Strengthens Safety in Aeronautical Manufacturing
On December 19, the Brazilian National Civil Aviation Agency (ANAC) issued Amendment No. 13 to the Brazilian Civil Aviation Regulation (RBAC) No. 21, updating the requirements applicable to the design and manufacturing of aeronautical products, including aircraft, engines, and propellers, subject to RBAC 21.
The amendment is the result of a Regulatory Impact Analysis (RIA) process conducted with the participation of the regulated industry, ensuring closer alignment with international best practices and reinforcing organizational risk management within the sector.
Key Changes
More flexible implementation timelines for new applicants, facilitating initial compliance and adaptation.

Standardized organizational structure, consistent with those adopted in other regulatory domains overseen by ANAC.

Alignment with ICAO Annex 19, ensuring compliance with global Safety Management dispositions.

Harmonization with Federal Aviation Administration (FAA) and European Union Aviation Safety Agency (EASA) regulations, enhancing international competitiveness.

Possibility of recognition of Standard SM-0001, supplemented by a Supplementary Instruction currently under development.

For complex aircraft, in addition to the Safety Management System (SMS), compliance now requires Brazilian Design Organization Approval (DOA).
With these changes, both domestic and foreign manufacturers will benefit from more predictable and robust regulatory processes, fostering innovation, competitiveness, and a strong safety culture.
