Brazil And Japan Sign Letter Of Intent On Advanced Air Mobility
The Japan Civil Aviation Bureau (JCAB) and National Civil Aviation Agency of Brazil (Anac) have signed a Letter of Intent (LOI) on Advanced Air Mobility to strengthen collaboration on regulatory approaches, technical standards, and industry engagement. The LOI was signed on 02 February 2026 by Mr Eguchi Makoto, Director of UAS/AAM Division of JCAB, and Mr. Tiago Faierstein, Anac President Director, on the sidelines of the Singapore Airshow 2026 held in Singapore.
Under the LOI, JCAB and Anac express their interests to collaborate in the following areas:
a. Establish and maintain communication channels to promote the exchange of information, experiences, knowledge, policies, procedures and practices related to safety of AAM (including type certification, operation, pilot licensing, vertiport, security (AVSEC), maintenance, etc.);
b. Collaborate on specific projects and/or issues of mutual interest related to AAM;
c. Coordinate the early involvement in technical conversations related to the certification of new AAM products where validation is intended;
d. Discuss the collaboration for supporting international technical groups involved with the development of standards applicable to AAM;
e. Discuss the collaboration on the development of technical standards applicable to enable safe deployment of AAM operations;
f. Coordinate efforts to reach out to relevant AAM industry stakeholders to be updated on the development and operations of AAM; and
g. Any other cooperative activities mutually decided by Participants to be beneficial.
TheLOI further solidifies the growing partnership between the two countries by building on and expanding the cooperation initially established in the original Memorandum of Understanding to promote civil aviation safety, in effect since 2008.
Through this LOI, Anac and JCAB reaffirm their shared commitment to fostering a harmonized and forward-looking regulatory environment that supports the safe and timely entry into operation of AAM, particularly the electric Vertical Take-Off and Landing (eVTOL) aircraft. By enhancing regulatory cooperation, technical dialogue, and engagement with industry stakeholders, both authorities aim to reduce barriers, increase efficiency, and contribute to the global deployment of AAM solutions, ensuring that innovation progresses with the highest levels of aviation safety.
