Brazil launches 5th Edition of Action Plan to Cut CO₂ Emissions in Aviation

Brazil has launched the 5th edition of its Action Plan for the Reduction of CO₂ Emissions in Civil Aviation, unveiled during the 42nd Assembly of the International Civil Aviation Organization (ICAO), held from September 23 to October 3 in Montréal, Canada. 

Developed jointly by the National Civil Aviation Agency (Anac), the Department of Airspace Control (Decea), and the Secretariat of Civil Aviation, the updated plan reflects Brazil’s ongoing commitment to sustainable aviation and aligns with ICAO’s global climate goals. 

The 2024 edition introduces key updates on national regulations and policies, including advances in Sustainable Aviation Fuels (SAFs), innovation in aircraft technologies, and ANAC’s environmental programs such as Sustainable Airports and SustentAr. 

Brazil’s aviation sector has shown consistent environmental efficiency gains. Over the past two decades, domestic fuel consumption rose by 2.4% annually, while Revenue Tonne-Kilometers (RTK) grew by 4.35% per year. CO₂ emissions per RTK dropped from 1.49 in 2005 to 0.97 in 2024—a significant improvement. 

Looking ahead, emissions are expected to rise in absolute terms due to sector growth, but emissions intensity will continue to fall, signaling increased efficiency and a lower carbon footprint per unit of air transport.
